Vermont House approves $5 million stimulus program for undocumented immigrants

The Vermont House on Tuesday approved a $5 million program that would provide Covid-19 stimulus checks to Vermonters who didn’t receive federal payments earlier this year because of their immigration status.

Under the program, which the House advanced in a vote of 129-15, 4,000 to 5,000 people would receive payments, including about 3,000 undocumented immigrants, and 500 to 1,000 children, according to Vermont’s Joint Fiscal Office.

U.S. residents who filed federal and state income taxes without using Social Security numbers, didn’t receive stimulus payments in April, after President Donald Trump signed the CARES Act into law.

The Vermont program would be eligible to people who were living in the state on April 1, weren’t sent stimulus checks from the federal government, and earn $99,000 or less.

Mirroring the federal assistance program, under the bill approved Tuesday, adults would receive $1,200 payments, and children would receive $500 payments.

“This bill is another attempt to perfect the policy that I think we all hold close,” Rep. Chip Conquest, D-Wells River, said introducing the legislation, H.968, on the virtual House floor.

“That is to treat all Vermonters equitably, which is to say, fairly and justly, regardless of their circumstances,” he said.

About 500 citizens and legal permanent residents who file taxes jointly with undocumented spouses also would be eligible to receive funding.

Up to 500 other immigrants with “lawful” immigration status but who lack Social Security numbers, such as visa holders and those applying for asylum, could also receive the funding.

Special Counsel John Durham is expanding his team and making "excellent progress" on his investigation into the origins of the Trump-Russia probe, a federal law enforcement official familiar with the investigation told Fox News.

Fox News has learned that Durham, the U.S. attorney for Connecticut, who Barr appointed in October as special counsel, is adding prosecutors to his team.

BARR APPOINTS JOHN DURHAM AS SPECIAL COUNSEL TO INVESTIGATE ORIGINS OF TRUMP-RUSSIA PROBE

It is unclear, at this point, who those prosecutors are.

Fox News reported in May that Jeff Jensen, the U.S. attorney for the Eastern District of Missouri who was tapped by the Justice Department in February to review the case of former national security adviser Michael Flynn, was helping with Durham’s investigation. President Trump pardoned Flynn last month.

Also in May, Fox News reported that now former acting U.S. Attorney for the District of Columbia Timothy Shea was also assisting with components of Durham’s investigation.

It is unclear, at this point, whether Jensen and Shea are continuing to work with Durham, and who the additions to his team are.

By appointing Durham as special counsel, Barr helped ensure his investigation into the origins of the Trump-Russia probe could continue into the next administration.

“On May 13, 2019, I directed John Durham, U.S. Attorney for the District of Connecticut, to investigate certain intelligence and law-enforcement activities surrounding the 2016 presidential election,” Barr wrote in a letter to the Senate and House Judiciary Committees dated Dec. 1. “Although I had expected Mr. Durham to complete his work by the summer of 2020, the COVID-19 pandemic, as well as additional information he uncovered, prevented him from doing so.

Fox News reported last week that Durham was moving "full speed ahead" with his investigation after Election Day.

“Durham remains full steam ahead,” the source familiar with the investigation told Fox News.

Durham’s investigation has produced one criminal charge so far, against former FBI lawyer Kevin Clinesmith, who was accused of altering an email related to the surveillance of a former Trump campaign aide. That prosecution, though, did not allege a broader conspiracy within the FBI, and the conduct it involved had largely been laid out in a Justice Department inspector general report from last December.

After the Clinesmith charge, Durham’s team went silent. Two sources familiar with the investigation told Fox News over the summer that Durham was not finished with several lines of investigation, which he believed were “critical.”

One source told Fox News Durham had been “feeling more pressure to get this done and wrapped up” over the summer, but said that Durham “does not want this to be viewed political,” and would likely “punt it to after the election,” which he ultimately did.

There have been reports of the strain in at least 60 local authority areas and it is believed to be similar to ultra-infectious variants racing through Europe, he claimed.

VUI – 202012/01 was picked up in Kent last week during routine testing by Public Health England (PHE) and ministers were alerted to its existence on Friday.

PHE scientists are studying the mutant strain at a Government laboratory in Porton Down to see if it behaves differently to the normal, predominant version of the virus.

Experts will seek to find out if the variant is more infectious or deadly or if it will have any impact on Pfizer's vaccine. It normally takes about two weeks to get the results.

But Mr Hancock said there was 'currently nothing to suggest' the strain is more deadly or likely to cause serious symptoms than other versions of the disease, adding that it is also 'highly unlikely' to be resistant to vaccines.

So far little is known about VUI 202012/01 – which stands for Variant Under Investigation in December 2020 – or where it originated.

All viruses naturally mutate as they spread through populations and the changes normally make minimal difference in the way they behave in humans.

Many pathogens evolve in order to become more infectious, which often makes them less deadly so they can survive for longer and be spread to more people.

Independent scientists said it was 'too early to be worried or not by this new varian' and that it would be 'premature to make claims about the potential impacts of virus mutation' before it has been rigorously studied.
