Walmart and Publix reinstating mask requirements for employees

Walmart has announced that workers will be required to wear masks in areas where there are high infection rates in the United States. Workers at Walmart stores in The Villages were wearing masks on Friday.

Sam’s Club is also included in the employee mask mandate.

In addition, Walmart announced that all of its corporate employees in the United States must be vaccinated no later than Oct. 4. The vaccine mandate excludes front-line workers.

Meanwhile, the Publix grocery store chain is re-instating its mask mandate for employees, regardless of their vaccination status. The Publix mask mandate for employees begins Monday, although many already have been wearing masks.

Disney announced Friday that vaccines will be required for its salaried and non-union hourly employees. They will have 60 days to get vaccinated. Newly hired Disney employees will have to provide proof of vaccination before they can begin their new jobs.

“Vaccines are the best tool we all have to help control this global pandemic and protect our employees,” Disney said in a statement.

Kenya Resumes China Debt Repayment With $761 Million Remittance

Kenya has resumed servicing loans owed to China after Beijing’s six-month debt-repayment suspension expired in June, piling pressure on the exchequer.

The government began 2021-22 remittances, with the first batch to the Export–Import Bank of China amounting to 82.7 billion shillings ($761 million), according to Kenya’s Controller of Budget Margaret Nyakang’o. Repayments are for debt taken for projects, including a railroad between Kenya’s capital, Nairobi, and the port city of Mombasa, Nyakang’o said in emailed responses to questions. China postponed the repayments in January, helping the East African nation temporarily retain 27 billion shillings that was due for six months ending June 30. Renewing the payments comes as a blow to Kenya, which asked for an extension of the Debt Service Suspension Initiative -- under which the World Bank and International Monetary Fund urged the Group of 20 leading economies to help countries concentrate their resources on fighting the coronavirus pandemic.

Kenya’s debt-servicing costs are poised to surge 35% to a record 1.17 trillion shillings in the year through June 2022, according to the parliamentary budget office. That exceeds the administration’s 669 billion shillings budget for development projects during the period. China, which accounts for about one third of Kenya’s 2021-22 external debt service costs, is the nation’s biggest foreign creditor after the World Bank. Kenya plans to spend a total of 117.7 billion shillings on Chinese debt in the period, of which about 24.7 billion shillings is in interest payments and almost 93 billion shillings in redemptions, according to budget documents.

The swelling debt burden with the budget deficit projected at 7.5% of gross domestic product this fiscal year partly reflects a pile of repayments deferred from the previous period by DSSI creditors, according the lawmakers’ budget office. The IMF estimates Kenya would receive total debt relief of $361 million from the DSSI in the six months through December, if the arrangement is extended. The reprieve for January through June was $350 million, nearly half the target of $680 million. The Paris Club of creditors is yet to decide on Kenya’s request to extend the relief arrangement. The Chinese embassy in Nairobi did not immediately respond to a request for comment on Kenya’s request to further postpone payments.

Phase 2 - People battle the object of anxiety

Leads up to a kind of mass intoxication.

Gustav Le Bon, Hannah Arendt and others call this a form of mass hypnosis.

At that point, the field of attention is narrowed and they can't feel empathy.

Allows people to feel bonded - and able to avoid feeling of free-floating anxiety

They also become radically intolerant of dissent - and radically behind their chosen leaders.

Even if you take away everything from them, they won't notice.

Focus of attention can be so extreme that people can even feel no physical pain.

At that point, doesn't matter whether the narrative is wrong anymore.

We have been trying to show that the narrative is wrong.

But showing that the narrative is wrong does not work.

Instead: start by acknowledging the free floating anxiety.

How does it arise?

Many ways. Can be manipulated. Discussion about who does it - researchers, govt's, companies, scientists.

11.6 PROTECTION OF THE POPULATION OF AN OCCUPIED TERRITORY Under the law of belligerent occupation, the Occupying Power has certain duties with

respect to the population of an occupied territory, including protected persons under the GC.

General Protections, Including Humane Treatment, of the Population of an 11.6.1

Occupied Territory. The population of an occupied territory, like other protected persons under

the GC, are entitled, in all circumstances, to respect for their persons, their honor, their family

rights, their religious convictions and practices, and their manners and customs.107 They shall at

all times be humanely treated, and shall be protected especially against all acts of violence or

threats of violence, and against insults and public curiosity. Other provisions for the humane treatment of protected persons set forth in Articles 27

through 34 of the GC apply to the population of an occupied territory. For example, women

must be especially protected against any attack on their honor, in particular against rape,

enforced prostitution, or any form of indecent assault.108 Reprisals against protected persons and

their property are prohibited.109 The taking of hostages is prohibited.110 In addition, protected persons in occupied territory shall have every facility for making

application to the Protecting Powers, the ICRC, the National Red Cross (Red Crescent, Red Lion

and Sun) Society of the country where they may be, as well as to any organization that might

assist them.111

Overview of Additional Protections for the Population That Are Specific to 11.6.2

Occupation. There are a number of protections for the population of occupied territory that are

specific to occupation. For example, specific provision exists for the protection of children in 757 occupied territory.112 Specific constraints exist on the authority of the Occupying Power to

punish protected persons, direct their movement, or compel them to perform labor.113 Provision

also is made with respect to: (1) food and medical supplies of the population; (2) public health

and hygiene; (3) spiritual assistance; and (4) relief efforts and consignments.114 The following prohibitions also apply with respect to the inhabitants of occupied

territory: 11.6.2.1 Prohibition on Compelling Inhabitants of Occupied Territory to Swear

Allegiance to the Hostile State. It is forbidden to compel the inhabitants of occupied territory to

swear allegiance to the hostile State.115 11.6.2.2 Prohibition Against General Penalties in Occupied Territory. No

general penalty, pecuniary or otherwise, shall be inflicted upon the population on account of the

acts of individuals for which they cannot be regarded as jointly and severally responsible.116

Such penalties are prohibited, even if authorized under the law of the occupied territory. Collective penalties are prohibited as a general matter.117

Speaker Nancy Pelosi took a veiled shot at Rep. Stephanie Murphy during a closed-door meeting after the centrist Florida Democrat bucked party leaders on a contentious immigration vote.

Pelosi said Republicans were eager to exploit fissures in the early weeks of the new majority, according to a person in the room, and Democrats newly enjoying exclusive committee assignments — like Murphy — can’t be breaking ranks.

Murphy, who was sitting only a few feet away and wearing a “Wonder Woman” T-shirt beneath her blazer, didn’t respond. But months later, she remains unapologetic about the vote, arguing battleground Democrats shouldn’t be expected to fall in line simply to avoid embarrassing leadership on procedural votes.

“Decisions aren’t black or white sometimes, and at the end of the day, members have to vote their districts, especially the ones, I think, who are in more vulnerable seats,” Murphy said in an interview in her Capitol office.

Pelosi and her deputies yanked a budget bill from the floor last month in part because of complaints from moderates that it was too expensive. This month, the Blue Dogs are holding up a $15-an-hour minimum wage bill — a key priority for the left — as they look to soften it for rural areas, though Murphy herself supports it. Murphy also helped secure changes sought by Blue Dogs to Democrats’ landmark campaign finance overhaul.
