Eight banks that were previously excluded from syndicated debt sales backing the European Commission’s up to 800-billion-euro ($950.7 billion) COVID-19 recovery fund will be allowed to take part in future issues, the EU executive said on Friday.

HOUSTON — Some neighbors in the Houston area said their homes have been much warmer this week, even while they are running their air conditioners.
Many of them claim someone has been turning up the temperature on their thermostats since the energy shortage began.

The Electric Reliability Council of Texas asked Texans to turn up the temperatures on their thermostats this week.
When Deer Park resident Brandon English got home from work on Wednesday, his house was hot.
“(My wife) had it cranked it down at 2:30,” English said. "It takes a long time for this house to get cool when it gets that hot.”
English’s wife and their daughters decided to take their afternoon nap earlier in the day.
“They’d been asleep long enough that the house had already gotten to 78 degrees,” English said. “So they woke up sweating.”
Without anyone touching it, they said their thermostat was changed while they were sleeping, making their home unbearably hot.
“Was my daughter at the point of overheating?” English said. “She’s 3 months old. They dehydrate very quickly.”
His wife received an alert on her phone soon after that. The family said their thermostat had been changed remotely, raising the temperature of their home during a three-hour “energy saving event.”
The family’s smart thermostat was installed a few years ago as part of a new home security package. Many smart thermostats can be enrolled in a program called "Smart Savers Texas." It's operated by a company called EnergyHub.
The agreement states that in exchange for an entry into sweepstakes, electric customers allow them to control their thermostats during periods of high energy demand. EnergyHub’s list of its clients include TXU Energy, CenterPoint and ERCOT.
English said he unenrolled their thermostat as soon as he found out.
“I wouldn’t want anybody else controlling my things for me,” he said.
A scroll through a Houston Reddit board shows English is not alone. Several others said they found out during this week’s heatwave that their thermostats were being accessed, and turned up, remotely.
English said his smart thermostat is convenient but said it’s not worth it.
“If somebody else can manipulate this, I’m not for it,” he said.

HSBC takes $2.3 billion hit with sale of French retail bank
HSBC has agreed to sell its French retail bank to Cerberus-backed My Money Group in a deal which will mean a loss of around $2.3 billion for the British bank but end its long struggle to dispose of the business as it focuses on Asia.
The deal announced on Friday sees HSBC take another significant step in a wider retreat from slow-growing European and North American markets where it has struggled against larger domestic players.
Meanwhile Cerberus continues to snap up banks in Europe, where the U.S. based private equity fund already owns stakes in Deutsche Bank and Commerzbank. The deal will see My Money acquire HSBC’s 244 branches, around 3900 staff and 24 billion euros in assets, creating at a stroke what My Money described as a new challenger bank in France’s crowded retail banking landscape. “Our aim would be for the bank to return to profitability, three years after we have taken control of it,” My Money Chief Executive Eric Shehadeh said in a statement. HSBC shares were down 1.9% at 1339 GMT, after slipping ahead of the announcement of a deal that had been widely reported.
The sale price would be a nominal 1 euro, HSBC said, adding that the business would have a net asset value of $2 billion at the time the deal completes, with the British bank agreeing to make up any shortfall in that valuation if it declines. My Money said it will resurrect the Credit Commercial de France (CCF) brand, which HSBC bought for some 11 billion euros 21 years ago as it attempted to gain a foothold in one of Europe’s biggest markets. It also plans to invest 200 million euros in the HSBC unit’s technology infrastructure.
Under French law, the two parties have to consult employees on the deal, and if HSBC and My Money decide to proceed it could be signed in the third or fourth quarter of this year, with completion due in 2023. Shehadeh said My Money was a “responsible employer” and that any job cuts would not happen until 2024 or 2025. HSBC will retain other parts of its French business including its investment and business banking units.
The deal marks HSBC’s second exit from a major Western market this year after it sold its U.S. retail banking businesses, as Chief Executive Noel Quinn cuts his losses in markets where HSBC has long struggled to be profitable.

Russia opens criminal case against ex-cenbanker Korischenko
Russian prosecutors have opened a criminal case against a former deputy governor of the central bank on suspicion of misappropriation and embezzlement, court files showed on Friday. A Moscow court ordered Konstantin Korischenko, a former senior executive at Investbank, to be held in custody for two months. He could face up to 10 years in jail as well as a fine of up to 1 million roubles ($13,800) if convicted. Reuters could not immediately reach Korischenko or his lawyers for comment. The central bank’s press office declined to comment.
Korischenko worked at the central bank from 2002 to 2008. He later became the head of the MICEX exchange, the predecessor of the Moscow Exchange. He became the head of mid-sized lender Investbank in 2012. The central bank cancelled Investbank’s licence in 2013, citing mounting payment problems and dubious operations, during its wide-scale purge of the banking sector led by then newly-appointed Governor Elvira Nabiullina. The Russian presidential academy of national economy and public administration, where Korischenko is the head of capital markets and financial engineering department, said the criminal case against him was not related to his work at the academy.

Michigan Senate Passes Legislation to Add Voter ID Requirements: ‘Overwhelmingly Popular’
Michigan’s Republican-led Senate on June 16 passed several bills that, if signed into law, would implement more voter identification requirements for in-person voters and absentee voters, adding Michigan to a growing list of states pursuing more stringent election measures.
All Senate Republicans voted in favor of the three bills, while every Senate Democrat opposed them.
Current law stipulates that Michigan residents who don’t have photo identification when they vote in person can still cast their ballot if they sign an affidavit at their designated polling location. More than 11,000 individuals cast ballots this way during the Nov. 3 election, according to election officials.

Liquidity drying up across markets, fueling big swings -Capstone
Deteriorating liquidity across markets is exacerbating swings in a wide range of assets, according to alternative investment management firm Capstone.
Market liquidity, or the ease with which investors can buy or sell securities without affecting their price, has been in a downward spiral in recent years, Capstone said in a research paper. For instance, liquidity in S&P e-mini futures, one of the most popular trading instruments in the world, is down 95% from its 2008 levels, the firm’s research showed. “Market liquidity has started to behave like sand. The tighter you try to grip sand, the more it slips through your fingers,” Rishabh Bhandari, Capstone senior portfolio manager and the paper’s author, said in an interview.
The New York-based fund manages $9 billion and provides services that aim to protect portfolios from market volatility. The firm points to several events in which scant liquidity exacerbated market swings, including the so-called taper tantrum in 2013, the aftermath of the 2016 Brexit vote and U.S. presidential elections and the market swings in the wake of the COVID-19 pandemic last year. Market depth is particularly poor during turbulent times, such as during the COVID-19-fueled market sell-off in March 2020, when trading liquidity shrank to a record low, the paper showed. Since 1990, there have been 129 days when the Cboe Volatility Index - dubbed “Wall Street’s fear gauge” - logged a 1-day move of more than 5 points, with more than half of them occurring after 2008, a Reuters analysis showed.
The dearth of liquidity extends throughout asset classes, with U.S. Treasury futures, European equity index futures and Japan’s Nikkei 225 futures all affected, according to the paper, to be published on the Capstone website next week. Increased regulations curtailing large broker-dealers’ capacity to take risk, the rise of rules-based investing and automated market-making have all played a part in reducing liquidity, according to Capstone. Given the tight relationship between liquidity and volatility, investors’ need to adapt to the changed trading conditions is more important than ever, Bhandari said.
The firm, which specializes in global derivatives and volatility trading, has seen an uptick in demand for hedges, he noted.

When i did the digs, was kind of pro-forma at first - checking out the orgs that ran the election. Expected it to be kind of boring. But it wasn't.

Even post-COVID, the exodus of wealthy New Yorkers will continue until the plague of city mismanagement also ends.
Goldman Sachs is relocating 100-plus key employees from the city to Palm Beach, Fla., to save money and grow its operations strategy beyond Wall Street. That includes partners who earn a million a year before typically far larger bonuses.
So while Wall Street execs who are pushing their people to return to the office make a lot of headlines, other CEOs are looking to move the entire office, or part of it, after the last 15 months proved how practical it is.
Notably, Bloomberg found that only 9,000 of the 19,000 New Yorkers who moved to Florida to ride out COVID say they definitely plan to return.
The wealthy have been fleeing the city all pandemic long, to lower-tax, lower-cost-of-living and lower-crime alternatives. That means big trouble ahead for those left behind, as the top 2 percent of earners supply 51 percent of New York’s income tax take.
Add in middle-class flight, and all the young upstaters leaving for lack of job opportunities, and you see why New York is one of just seven states to lose a House seat after the 2020 Census.
Without foreign immigration, the state population would be shrinking: Last year, 100 New Yorkers moved out of state for every 84 who moved in from another state.
Bottom line: Mayoral hopeful Eric Adams is entirely right to warn his own party to quit trying to run the rich out of the city and change the tune to “We need you here.”

More than 300,000 Colorado voters have already cast their ballots for the Nov. 3 elections, Colorado Secretary of State Jena Griswold announced Thursday.
Griswold announced the news in a tweet, adding that this number was “24 times more than at this point in 2016.”

The data, calculated based on ballots sent in by Wednesday evening, came with 20 days left before the general elections. At this time in 2016, just 12,141 people had voted, a spokeswoman for Griswold told the Denver Post.
In Colorado, which mails a ballot to every registered voter, the new voting numbers mark a 2,377 percent increase in early turnout this year compared with 2016, a rise Democratic political consultant Craig Hughes called “bonkers,” according to the Post.
“It’s great for democracy to see so many Coloradans making their voices heard,” Griswold told the news outlet. “Even with ballots still being mailed this week to registered voters, turnout is 24 times higher than at this point in 2016.”
The numbers from the secretary of state’s office also indicated a gap in early voting between Republicans and Democrats in the state. Of those who had voted by Wednesday evening, 46 percent were registered Democrats, although voter registration data shows that they make up only 30 percent of registered voters in the state.
A September poll by the liberal advocacy group ProgressNow Colorado, which contracted with Democratic firm Global Strategy Group, found that among registered Colorado voters, 87 percent of supporters for Democratic presidential nominee Joe Biden were “extremely motivated” to vote, 7 percent higher than President Trump voters.
Polling has also shown Colorado has many more Biden supporters than Trump supporters, as the Keating-OnSight-Melanson Colorado poll released Thursday showed Biden leading Trump among Colorado voters by double digits.
As of Friday, Nate Silver’s FiveThirtyEight had Biden ahead of Trump in Colorado by approximately 13 percentage points, with RealClearPolitics reporting a 10 point lead by Biden.
This comes as the country has also experienced record early voting on a national level, with the United States Elections Project reporting Wednesday that about 14 million people have already voted in the presidential election, just 10 percent of the total turnout in 2016.
