US Lawmakers Land In Taiwan On Unannounced Trip 12 Days After Pelosi Visit

A mere 12 days after House Speaker Nancy Pelosi's Taiwan trip enraged China and triggered a week of threatening military drills, a new delegation of American lawmakers has touched down on the self-ruled island.

"The five-member delegation, led by Democratic Sen. Ed Markey of Massachusetts, will meet senior leaders to discuss U.S.-Taiwan relations, regional security, trade, investment and other issues, the American Institute in Taiwan said," The Associated Press reports. The group's US Air Force plane landed on Sunday evening at Songshan Airport in Taipei for the unannounced trip. The delegation is expected to stay through Monday. It's unclear if this latest Congressional visit was backed by the White House - an important question given the prior Biden administration internal controversy and disagreement over Pelosi's visit. Previously the White House said that Congress members are free to "make their own decisions" regarding Taiwan visits.

The other members of the delegation in addition to Markey include Republican Rep. Aumua Amata Coleman Radewagen, a delegate from American Samoa, and Democratic House members John Garamendi and Alan Lowenthal - both of California, as well as Rep. Don Beyer of Virginia. Despite last week the Chinese PLA's Eastern Theater Command announcing that it had ended the live fire drills that were a response to Pelosi's visit, Beijing vowed stepped up patrols - and has effectively erased the median line of the Taiwan Strait with frequent ship and aerial breaches. According to Taiwan's defense ministry on Sunday, at least 10 Chinese planes crossed the median line on Sunday, with a dozen more aircraft and ships being spotted in the area. Likely the mainland will step up these maneuvers meant to put pressure on Taiwan by air and sea once again. Earlier in the month Taipei officials charged Beijing as preparing for a future invasion - which Chinese state media appeared to confirm in the positive.

Adding to current tensions, starting last Tuesday Undersecretary of Defense for Policy Colin Kahl confirmed that the US Navy will soon conduct another "freedom of navigation exercise" through the contested Taiwan Strait, despite an ongoing heavy Chinese military presence. China's military has continued publicizing drills and readiness to respond to what it sees as provocations coming from Taiwan...

China Factory Orders Shrink in Ominous Sign for Global Outlook

Investors wanting to gauge the health of global consumer sentiment should look no further than China’s factories right now.

Makers of Christmas decorations to clothing and tents say orders from overseas customers are drying up, with some predicting the best they can aim for is flat demand versus last year, according to more than a dozen export managers interviewed by Bloomberg News. The snapshots from factories in key Chinese hubs indicate households worldwide, already tightening their belts to contend with a rapid rise in the cost of living, may be cautious for longer and adds weight to warnings about a potential global recession. “Consumers don’t have the money to spend with soaring inflation” and the decline in demand has happened suddenly, said Wendy Ma, marketing manager at a textile maker in the eastern city of Ningbo.

There’s a sense of panicking.” Over the last year, inventories at companies in the S&P consumer-discretionary and consumer-staples indexes rose by $93.5 billion, a 25% increase, according to data compiled by Bloomberg. That came after companies bulked up purchases in 2021 to cope with lengthy shipping delays, and as some front-loaded their Christmas orders.

It’s also coincided with a shift in global consumer spending toward services, rather than goods, as travel demand picks up in many parts of the world. Retailers such as Walmart Inc. and Target Corp. are slashing the prices of merchandise such as apparel and home goods, even as they charge more in other categories amid soaring US inflation (and they are doing that because the cost of carried inventory is killing them all-this is a building theme in all big-box retailers-as well as big Mfgrs). Many retail buyers need to lock in orders in advance, meaning a downturn now is a sign that consumer demand may be weak for months, according to some firms.

China Central Bank Unexpectedly Cuts Key Rate to Spur Growth

China’s central bank unexpectedly cut a key policy interest rate for the first time since January as it ramps up support for an economy struggling to recover from Covid lockdowns and a property downturn. Bond yields slumped.

The People’s Bank of China lowered the rate on its one-year policy loans by 10 basis points to 2.75% on Monday. All of the 20 economists polled by Bloomberg had forecast the rate on the medium-term lending facility loans would be left unchanged at 2.85%. The seven-day reverse repo rate, also a policy rate, was cut to 2% from 2.1%.

China’s 10-year government bond yield fell four basis points to 2.69% after the surprise move. Stocks rebounded after opening lower, with the benchmark CSI 300 Index up 0.3% as of 9:36 a.m. in Shanghai.

The rate cut “shows that the Chinese authorities are still deeply concerned about growth and sluggishness in credit demand, while inflation pressure is mild,” said Xiaojia Zhi, an economist at Credit Agricole.

The central bank at the same time withdrew liquidity from the banking system by issuing 400 billion yuan of MLF funds, only partially rolling over the 600 billion yuan of loans maturing this week. That was in line with economists’ forecasts.

The move came shortly before the government’s release of monthly economic data for July, which will likely show a mixed recovery in China: property investment is expected to weaken, the unemployment rate will likely remain high, while industrial output and retail sales probably improved. Fresh Covid outbreaks in Hainan island is also clouding the growth outlook, with cases jumping to a three-month high. It also follows Friday’s weak credit growth data for July as new loans and corporate bond issuance slowed. The figures raise the risks of a liquidity trap where monetary easing is failing to spur lending in the economy. The cut widens the divergence between the PBOC’s easing stance and other major central banks that are tightening monetary policy to curb soaring inflation. That’s raising risks for the yuan as capital outflow pressures increase. It also comes a surprise as the PBOC recently warned against the risk of rising inflation, even though domestic demand still remains soft, keeping overall price pressures in check for now.

The rate reduction underscores the severity of growth challenges. China’s top leaders vowed last month to achieve “the best outcome” possible for economic growth this year while sticking to a strict Covid Zero policy, and downplayed the official target of around 5.5% growth. Economists polled by Bloomberg forecast the economy to expand only 3.8% this year.

China’s home prices fell for an 11th month in July, underscoring how government relief efforts are failing to curb the country’s spiraling real estate crisis. New home prices in 70 cities, excluding state-subsidized housing, declined 0.11% from June, when they sank 0.1%, National Bureau of Statistics figures showed Monday. Existing-home prices fell 0.21%, the same as a month earlier.

China’s $2.4 trillion new-home market is showing little signs of recovery, adding to the woes of an economy that barely expanded last quarter. The mortgage boycotts, which emerged from early July, are dampening consumer confidence. Within four weeks last month, more than 320 projects in about 100 cities were facing payment boycotts, forcing authorities to corral banks and developers to defuse the unrest. The online movement has slowed after the government censored social media sites.

Tension is spilling over to other areas. Earlier this month, more than a dozen developers in a central Chinese province sought help from their local government to restore property sales in the face of protests from disgruntled homebuyers. Residential prices have been declining in smaller cities, the bureau’s chief statistician Sheng Guoqing said in a separate official statement.

Chinese officials have been stepping up efforts to arrest a property slowdown that has weighed on the world’s second-largest economy for almost a year. These include urging banks to lend more, cutting mortgage costs and partially relaxing ownership rules.

U.S. Vice President Kamala Harris plans to attend a state funeral for slain former Japanese Prime Minister Shinzo Abe next month in Tokyo, a diplomatic source said Sunday.

Harris, the first black and first Asian American U.S. vice president, expressed condolences after Abe, Japan's longest-serving prime minister, was shot and killed on July 8 while delivering an election stump speech on a road in the western city of Nara. "He was a close friend of the United States and on this tragic day, we stand with our Japanese friends in honoring him and condemning this horrific act of violence," Harris said in a Twitter post.

Public opinion is divided over whether it is appropriate to hold a state-funded funeral for Abe, with 53 percent of respondents to a recent Kyodo News poll opposing it. Other figures who may attend the ceremony include French President Emmanuel Macron and former German Chancellor Angela Merkel, a Japanese government source has said. Once dignitaries' intentions to attend are confirmed, meetings with Prime Minister Fumio Kishida will be arranged before and after the funeral, according to the source.

The government is making preparations for the funeral at the Nippon Budokan hall in Tokyo. A private funeral for Abe was held on July 12, just days after the 67-year-old lawmaker was assassinated.
