Myanmar rejects ASEAN envoy's meeting with "specific individuals"

Myanmar's military government has said it could not approve a special ASEAN envoy's insistence on meeting with "some specific individuals" in the country, indicating it has effectively rejected his visit because of the request to meet civilian leader Aung San Suu Kyi and some other opposition leaders.

The Foreign Ministry under the military government issued a statement on Thursday saying "some requests which go beyond the permission of existing laws will be difficult to be accommodated," regarding the request by Erywan Yusof, ASEAN's special envoy on Myanmar and Brunei's second foreign minister. he special envoy of the Association of Southeast Asian Nations, who was appointed in August, is supposed to mediate dialogue between all sides in Myanmar's political turmoil as part of his mandate. In a response to a request made under the Transparency Act (2013), the Ministry of Health in Spain acknowledged that “it does not have a SARS-CoV-2 culture” nor a “registry of laboratories with culture and isolation capacity for testing.” The response also discharged all responsibility for diagnoses and treatments onto health professionals and recognised that “tests, by themselves, are not usually sufficient to determine the disease.”

“The Ministry of Health does not have a SARS-CoV-2 culture for testing, and it does not have a registry of laboratories with culture and isolation capacity for testing.

In relation to the SARS-COV-2 diagnostic tests, and in general, with issues related to the SARS-Cov-2 pandemic, the Ministry of Health works with the aforementioned documents, which are updated according to the epidemiological need, to enable decision-making in relation to the management of the pandemic, and the dissemination of information to third parties that can use it in their specific environments. In this sense, the most conceptual and definitional issues remain more in academic and teaching environments, with the Ministry of Health playing a more secondary role and not acting on these issues in its power.

Finally, the evaluation of patients in relation to their state of health, be it COVID-19 or another disease or pathology, is the responsibility of the reference health professionals. The tests, by themselves, are not usually sufficient to determine disease, requiring an expert evaluation of the person who has been tested.

Bill Clinton admitted to hospital for non-COVID related infection

Former President Bill Clinton was hospitalized in California Tuesday with a suspected blood infection.

The 42nd commander in chief was taken to University of California Irvine Medical Center for “close monitoring” and was given IV antibiotics and fluids, according to a joint statement from Dr. Alpesh Amin and Dr. Lisa Bardack.

Clinton spokesman Angel Urena specified in a separate statement that the hospital visit is not COVID-related.

By Thursday, the 75-year-old ex-president remained at the hospital and was “on the mend” and “in good spirits,” Urena said.

“After two days of treatment, his white-blood-cell count is trending down and he is responding to antibiotics well,” Clinton’s physicians said.

“He remains at the hospital for continuous monitoring,” the statement said.

Clinton served as president from 1993 to 2001.

Since leaving the White House, the former president has faced several other health scares.

In 2004, he underwent quadruple bypass surgery in New York City at Columbia Presbyterian Hospital after experiencing prolonged chest pains and shortness of breath.

During the bypass, the surgeons took two veins from Clinton’s chest and one from his leg and attached them to arteries serving the heart.

Ahead of the 2004 surgery, Clinton was taking medication for high blood pressure and high cholesterol.

A year later Clinton returned to the hospital for surgery for a partially collapsed lung.

In 2010 the ex president had a pair of stents implanted in a coronary artery.

Following the health episodes, Clinton embraced a largely vegan diet that saw him lose weight and report improved health.

He returned to the campaign trail ahead of the 2008 and 2016 presidential elections to support his wife, Hillary Clinton’s failed White House bids.

As recently as last month, Clinton was about town in the Big Apple.

He was spotted on Sept. 23 attending a bashed hosted by Dominican Republic President Luis Abinader at the rooftop bar of ModernHaus Soho, sources had told The Post.

The party took place the same week as the UN General Assembly.

Jill Biden to flex political muscle Friday in campaigning in New Jersey, Virginia governors' races

Jill Biden is set to campaign Friday for Democrats in Virginia's and New Jersey's governor's races, trying to boost the party's political fortunes in her most overt way since arriving at the White House nine months ago. She'll campaign with New Jersey incumbent Gov. Phil Murphy and former Virginia Democratic Gov. Terry McAuliffe, who is running to regain the post. The Associated Press reports that the first lady will first appear at an early voting rally at Middlesex College in New Jersey, where she'll get out the vote for Murphy.

According to ABC News, a Democratic governor has not won reelection in New Jersey since the 1970s. However, Monmouth polling indicates that Murphy is currently squarely ahead of his competitor, former state Assemblyman Jack Ciattarelli. Following the event in New Jersey, Jill Biden will travel to suburban Richmond, Virginia, to appear at an event alongside McAuliffe.

Oil prices rise to three-year high on back of supply deficit forecasts

Oil prices settled at a three-year high above $85 a barrel on Friday, boosted by forecasts of a supply deficit in the next few months as the easing of coronavirus-related travel restrictions spurs demand.

Brent crude futures settled up 86 cents, or 1%, at $84.86 a barrel. Front-month prices, which touched their highest level since October 2018 at $85.10, hit a weekly rise of 3%, its sixth straight weekly gain.

U.S. West Texas Intermediate (WTI) crude futures rose 97 cents, or 1.2%, to $82.28 a barrel. The was up 3.5% on the week in an eighth consecutive weekly rise. Demand has picked up with the recovery from the COVID-19 pandemic, with a further boost from power generators who have been turning away from expensive gas and coal to fuel oil and diesel. The White House said it will lift COVID-19 travel restrictions for fully vaccinated foreign nationals effective Nov. 8, which should boost jet fuel demand.

Meanwhile, a sharp drop in oil stockpiles in the United States and the member countries of the Organisation of Economic Co-operation and Development is expected to keep global supply tight. “It will take a trifecta of events to derail this oil price rally: OPEC+ unexpectedly boosts output, warm weather hits the Northern Hemisphere, and if the Biden administration taps the strategic petroleum reserves,” said Edward Moya, senior market analyst at OANDA. U.S. energy firms this week added oil and natural gas rigs for a sixth week in a row as soaring crude oil prices prompted drillers to return to the wellpad. The U.S. oil and gas rig count, an early indicator of future output, rose 10 to 543 in the week to Oct. 15, its highest since April 2020, energy services firm Baker Hughes Co said in its closely followed report on Friday.

The International Energy Agency on Thursday said the energy crunch is expected to boost oil demand by 500,000 barrels per day (bpd). That would result in a supply gap of around 700,000 bpd through the end of this year, until the Organization of the Petroleum Countries and allies, together called OPEC+, add more supply, as planned in January.

Bank of Canada Moving Ahead on Preparing a Digital Currency

The Bank of Canada is hiring a product architect as it continues to move forward with its “contingency plan” for a central bank digital currency (CBDC), leading some to speculate about the potential consequences.

A digital currency is a hot topic south of the border, as the U.S. public awaits the imminent release of a Federal Reserve paper on its own CBDC. While the idea may be new to Americans, the Bank of Canada has been issuing reports on the concept since November 2016.

A year ago, the bank co-authored a report with six other central banks and the Bank of International Settlements to establish foundational principles and core features of a CBDC. In February 2021, the bank published three CBDC proposals: one from the University of Calgary, another from McGill University, and a joint University of Toronto and York University submission.

In an email to The Epoch Times, Bank of Canada spokesman Alex Paterson said the proposals were made to stimulate thought.

“[T]he proposed designs are not intended to be adopted by the Bank. Rather, the Bank will use these reports to inform its thinking and advance public conversation on a central bank digital currency design,” Paterson wrote.

Bank leadership has consistently said it’s only trying to be prepared and a digital currency is not a sure thing. Governor Tiff Macklem told the media in April that the decision ultimately lies with the finance minister, adding, “if we were to issue a digital currency, we wouldn’t stop printing cash.”

Still, the bank is taking steps toward bringing a product to market. In August, it issued a job posting for a product architect for “a program of major social significance to design a contingent system for a central bank digital currency (CBDC), which can be thought of as a banknote, but in digital form.”

According to the posting, part of the job would be to “craft a coherent product architecture and design that will be a fit at a national scale and adaptable for decades.”

​Big Six banks join Mark Carney-led Net-Zero Banking Alliance

Canada's Big Six banks have together announced that they will join the Net-Zero Banking Alliance ahead of the UN climate summit set to start in Glasgow at the end of the month.

The global alliance commits members to aligning their lending and investment portfolios with net-zero emissions by 2050, as well as to setting intermediate targets for 2030 or sooner. The industry-led alliance is the banking component of the wider Glasgow Financial Alliance for Net Zero, chaired by UN special envoy and former Bank of Canada governor Mark Carney. Carney said in a statement that by joining the alliance, the Canadian banks are "bringing their deep expertise and strong balance sheets to drive solutions for the sustainable economy." Most of Canada's big banks have already made separate pledges over the past year to achieving net-zero emissions by 2050, but the alliance says that it provides an internationally coherent framework and guidelines for all banks to follow.

Vancouver City Savings Credit Union and HSBC were the only banks operating in Canada to sign on to the alliance when it was first announced in April.
