Arrests Mark Significant Takedown Within Violent Online Network
WASHINGTON – Leonidas Varagiannis, also known as “War,” 21, a citizen of the United States residing in Thessaloniki, Greece, and Prasan Nepal, also known as “Trippy,” 20, of North Carolina, were arrested and charged for operating an international child exploitation enterprise known as “764,” a nihilistic violent extremist (NVE) network. Varagiannis was arrested yesterday in Greece; Nepal was arrested on April 22, 2025, in North Carolina and had a court appearance. Court hearings in Washington, D.C. are pending for both defendants.
The charges were announced by U.S. Attorney Edward R. Martin Jr., U.S. Attorney General Pamela Bondi, FBI Assistant Director in Charge Steven J. Jensen of the Washington Field Office, and FBI Assistant Director in Charge Christopher G. Raia of the New York Field Office.
According to the affidavit in the District of Columbia, 764 is a network of nihilistic violent extremists who engage in criminal conduct in the United States and abroad, seeking to destroy civilized society through the corruption and exploitation of vulnerable populations, which often include minors. The 764 network’s accelerationist goals include social unrest and the downfall of the current world order, including the United States Government.
As alleged, the defendants engaged in a coordinated criminal enterprise and led a core subgroup within 764 known as 764 Inferno, operated through encrypted messaging applications. As alleged, they directed, participated in, and otherwise caused the production and distribution of child sexual abuse material (CSAM), and the defendants facilitated the grooming, manipulation, and extortion of minors. Veragiannis and Nepal allegedly ordered their victims to commit acts of self-harm and engaged in psychological torment and extreme violence against minors. The affidavit alleges that the group targeted vulnerable children online, coercing them into producing degrading and explicit content under threat and manipulation. This content includes “cut signs” and “blood signs” through which young girls would cut symbols into their bodies.
The defendants and their co-conspirators around the world used the CSAM and other gore and violent material to create digital “Lorebooks,” which NVEs used as digital currency within the 764 network — traded, archived in encrypted “vaults,” and used as a means to recruit new members or maintain status within the network. The affidavit also details how the defendants instructed others members in grooming tactics and set content production expectations for new recruits. In multiple instances, defendants threatened and caused their victims to engage in self-mutilation, online and in-person sexual acts, harm to animals, sexual exploitation of siblings and others, acts of violence, threats of violence, suicide, and murder.
Also according to the complaint affidavit, the defendants exploited at least eight minor victims across multiple jurisdictions, with some content traced back to children as young as 13 years old. The network’s activities spanned from late 2020 through early 2025, with core leadership roles attributed to both defendants throughout the period.

The US and Ukraine reached a deal over access to Ukraine’s natural resources Wednesday, a move that Kyiv sought to solidify President Donald Trump’s backing in ceasefire talks with Russia.
The deal will grant the US privileged access to new investment projects to develop Ukraine’s natural resources including aluminum, graphite, oil and natural gas.
It’s been seen as critical to nurturing Trump’s goodwill toward Kyiv as his administration pushes to end the war that began when Russia mounted its full-scale invasion of Ukraine more than three years ago.

Trump administration signs minerals deal with Ukraine in key move for Russian peace
Agreement is aimed at centering future US engagement in Ukraine
The Trump administration reached a deal with Ukraine to give U.S. investors preferential access to Ukraine’s supply of rare earth minerals on Wednesday, weeks after an Oval Office blow-up between Donald Trump and Ukrainian President Volodymyr Zelensky put it on hold.
Treasury Secretary Scott Bessent announced the news in a press release later, which described the agreement as a recognition of the “significant financial and material support that the people of the United States have provided to the defense of Ukraine.”
“As the president has said, the United States is committed to helping facilitate the end of this cruel and senseless war,” said Bessent. “This agreement signals clearly to Russia that the Trump administration is committed to a peace process centered on a free, sovereign, and prosperous Ukraine over the long term.”
The president “envisioned this partnership between the American people and the Ukrainian people to show both sides’ commitment to lasting peace and prosperity in Ukraine. And to be clear, no state or person who financed or supplied the Russian war machine will be allowed to benefit from the reconstruction of Ukraine,” Bessent continued.
Axios and Bloomberg first reported that the deal was to be signed on Wednesday, citing senior Ukrainian officials. Yulia Svyrydenko, Zelensky’s first deputy prime minister, was in Washington for the signing.

The agreement is a modification of a previous offer, in which the U.S. demanded billions in repayment for past funding of Ukraine’s defense.
The latest version instead envisions U.S. investments in Ukraine’s rare earth minerals sector as part of joint deals with Ukrainian businesses that will keep control split 50-50 between the two countries. Investments will be tax-free, while Ukrainian exports of rare earth minerals to the U.S. will be immune from tariffs under the deal.
Under the plan, all money raised for development of Ukraine’s minerals will go into a fund managed jointly by the U.S. and Ukrainian governments. American military assistance going forward will count toward that total. Ukraine’s prime minister said that the deal contained no obligations regarding previous U.S. military support.

The final minerals deal would also provide for Ukraine’s continued "full control over subsoil, infrastructure, and natural resources," Prime Minister Denys Shmyhal said, the Kyiv Independent reported.
Bessent denied that any changes had been made in the agreement from the U.S. side, though Trump has repeatedly demanded that Ukraine repay the billions in assistance approved under the Biden administration. The Independent reported that a previous iteration also created a pathway for U.S. control over some Ukrainian infrastructure.
Bessent claimed in February that reaching such a deal on Ukraine’s rare earth minerals would mean an effective “security shield” for Ukraine. The Trump administration and its Republican allies in Congress have been increasingly opposed to the kind of formal military support packages passed repeatedly to support Ukraine under the Biden presidency.
Zelensky’s deputy economy minister told Axios that the deal was meant to spur further U.S. investment in Ukraine’s defense, rather than to repay past support.
"This agreement is a win-win and it is written in friendly language. it is about investments, investments and investments," said Taras Kachka, Ukraine’s deputy minister for Economic Development, Trade and Agriculture.
Svyrydenko added that Ukrainian contributions to the fund would be generated by revenues from new licenses purchased by companies for development.
The news that the agreement was finally reached put an end to weeks of fraught negotiations between Washington and Kyiv exacerbated by Trump and Vice President JD Vance jointly confronting Zelensky in a furious argument before the cameras at the White House earlier this year. Zelensky quickly left Washington afterward without reaching an agreement on the deal’s framework.
The deal also signals a warming of the Trump administration to Ukraine’s side, a development that comes after the president made multiple statements accusing Zelensky of being a “dictator,” and expressing support for Russia maintaining at least some of its territorial gains in Ukraine.
In recent weeks, Trump has publicly speculated that Moscow is not being genuine in its approach to peace talks which Trump has sought to take credit for from the beginning.
White House Chief of Staff Susie Wiles said on Tuesday that administration officials believe a ceasefire is impossible to reach if Trump can’t orchestrate one.
She told the New York Post: "The president has devoted 100 days and his very top people to Russia and Ukraine, and if peace is not achieved, it will be because it can’t be achieved. It just cannot."

Kash Patel demotes FBI agents who were photographed kneeling during George Floyd protest
The Federal Bureau of Investigation has reassigned several agents who were photographed kneeling with demonstrators during a 2020 protest in the wake of police killing of George Floyd, people briefed on the matter told CNN.
The reassignments, viewed as demotions by many inside the FBI, come nearly five years after the episode that ignited controversy inside the bureau. FBI officials offered no explanation for changing the roles to less coveted positions for the agents, according to sources.
The FBI declined to comment to CNN, citing its policy to not discuss personnel matters. Agents affected didn’t respond to requests for comment.
The targeting of the kneelers is part of a broader effort by the new FBI leaders to make good on promises to root out what President Donald Trump has called “woke” and politicized elements inside the agency.
A former FBI official said punishing agents involved in the incident now raises concern that the bureau is bypassing its regular disciplinary process, which can take months and even more than a year to review incidents.
“This notion that the bureau would go after these people, it’s just disgusting,” the former official said.
After quickly ousting senior FBI leaders, the Justice Department has said it is reviewing the conduct of more than 1,500 agents associated with cases that have found disfavor in the new Trump era, including investigations of the president and his allies. FBI agents who executed the search warrant on Trump’s Mar-a-Lago home and who worked on January 6, 2021-related cases have been bracing for possible retribution, current and former agents said.
The kneeling incident in Washington, DC, occurred after a group of agents assigned to protect federal monuments and buildings were confronted by a group of protesters. FBI agents generally aren’t trained to do crowd control and deploying them to face off demonstrators raised fears of a possible deadly confrontation, current and former bureau officials said.
Some of the agents that day, recalling another recent incident in which National Guard soldiers had handled a similar confrontation, decided to try kneeling as a way to deescalate tensions. It worked, and the protesters moved on.
But later, after photos emerged, a furious reaction erupted inside the FBI. Some of the agents pictured kneeling were ostracized and personally attacked by their peers, current and former agents said. Other agents rallied to their cause, thankful that the incident didn’t devolve into violence that could have done more harm to the bureau’s reputation.
Top FBI officials reviewed the incident and determined that given the context, there was no violation of policy, current and former officials said.
The reaction inside the FBI mirrored the broader reaction to the protests around the country and have since become enmeshed in the broader political divide in the US. And in the years since, congressional Republicans have made the incident one of a number of issues in their conflict with the bureau’s former leadership.
Protests over racism and heavy-handed policing tactics that summer had erupted across the country after Floyd’s death. The reaction was fueled by footage showing police officer Derek Chauvin kneeling on Floyd’s neck for more than nine minutes as Floyd pleaded for help, saying he couldn’t breathe.
In Washington, President Donald Trump urged Attorney General Bill Barr to regain control of the streets. Barr ordered the FBI and other agencies to deploy agents to help with crowd control and protect federal buildings.
FBI leadership pushed back against Barr, but eventually relented.
“What the bureau asked those agents to do is to go out on foot patrol, something they were never trained to do. They were being asked to be police officers,” the former FBI official said. “In no way were they making a political statement.”
