On Jan. 21, KOMO News reported on the first case of COVID-19 when a man in his 30s came back from Wuhan, China and tested positive for the virus at Providence Medical Center in Everett.

It would be a little over a month later when we would learn on Feb. 29 about the first person to die at Evergreen Health in Kirkland.

Texas Democrats sue to expand mail-in voting

Following fruitless negotiations over how to proceed with the upcoming primary runoff elections, Texas Democrats are looking to the courts to push for an expansion of voting by mail in the state.

In a lawsuit filed in Travis County district court late Friday, the Democrats are asking a judge to declare that a portion of the Texas election code allowing voters to cast a mail-in ballot if they suffer from a disability applies to any voter in Texas “if they believe they should practice social distancing in order to hinder”the spread of the coronavirus outbreak.

Northwestern Greece Hit by 5.4 Magnitude Earthquake – European Seismologists

A 5.4 magnitude earthquake struck on Saturday the northwestern part of Greece, the European-Mediterranean Seismological Center (EMSC) said.

According to the EMSC, the tremor was recorded at 00:49 GMT with the epicentre located at a depth of 10 kilometres (over 6 miles), 46 kilometres southwest of the city of Ioannina.

The US Geological Survey said that the magnitude of the earthquake stood at 5.7. There have been no reports about any victims or damage caused by the earthquake so far.

Greece lies in a seismologically active region as the Mediterranean Sea is a border between the African and Eurasian plates. The movement of the African plate to the north – where the Eurasian plate lies – sometimes causes earthquakes and has already resulted in the formation of several mountain ranges in Europe, including the Alps.

The seismic activity in Greece resulted in the so-called Late Bronze Age eruption of the Santorini volcano in the 2nd millennium BC, which triggered huge tsunami waves and caused the decline of the Minoan civilization.

Texas’s Largest County Settles Lawsuit Over Noncitizens on Voter Rolls

County officials had refused watchdog inspection of voter registrations

The largest county in Texas settled a lawsuit with a watchdog group after refusing to release records dealing with noncitizens on its voter rolls. A federal district court in Houston entered a settlement agreement this week between the Harris County voter registrar and the Public Interest Legal Foundation (PILF). The settlement calls for the county to turn over records on its cancellations of ineligible voters, copies of registration applications that have blank or negative responses to citizenship questions, and all registrar communications with law enforcement regarding ineligible registrants, among other records. Officials from Harris County, the most populous county in Texas, previously testified that "thousands" of noncitizens were discovered on its voter rolls every year.

The settlement comes as the election watchdog group seeks to clean voter rolls in major cities ahead of the November elections. Democrats have pushed back against attempts to clean voter rolls, often calling them "purges." Individuals removed for ineligibility tend to belong to demographic groups that lean Democrat. Texas has in recent years become a target of national Democrats, who have poured millions into the Lone Star State in attempts to gain power. PILF initially sought access to Harris County's voter information in December 2017 under Section 8 of the National Voters Registration Act of 1993. The act allows individuals to look at records "concerning the implementation of programs and activities conducted for the purpose of ensuring accuracy and currency of official lists of eligible voters."

PILF wanted information on registrants who were removed for being noncitizens but was refused access to the documents. The group sent a final notice in January 2018 warning the county it would face litigation if it continued to block PILF's inspection. County officials did not budge. PILF filed its lawsuit in March 2018. "For more than a decade, Harris County officials lobbied for or against state and federal election reforms citing the fact that noncitizens were becoming registered there," Logan Churchwell, communications director for PILF, told the Washington Free Beacon. "We know this is a problem around the country. Harris County records can provide the largest sampling of the reported problems in Texas and identify system flaws in need of attention." "Our elections cannot afford weaknesses," Churchwell said. "We must plug gaps that are impacting citizens and immigrants alike." The county defendants did not respond to a request for comment on the settlement.

PILF has filed a number of lawsuits in cities across the country in recent months. The group filed a suit against Detroit officials after discovering 2,500 dead registrants on the city's voter rolls. Nearly 5,000 voters appeared more than once on the rolls, and there were more registered voters than there were eligible voters in the city. PILF also filed suit against Pittsburgh officials after finding dead voters, duplicate registrants, and 1,500 registrants aged 100 or above (49 marked as being born in the 1800s) on county voter rolls.

RADM Stephen C. Redd is the Deputy Director for Public Health Service and Implementation Science at the Centers for Disease Control and Prevention (CDC). Dr. Redd currently oversees the Center for Preparedness and Response; the Center for Global Health; the Center for State, Tribal, Local, and Territorial Support; and the Office of Minority Health and Health Equity.

Dr. Redd served as incident commander for the 2009 H1N1 pandemic response, which was the longest activation of CDC’s Emergency Operations Center at the time.

As the leader of the response, involving more than 3,000 CDC staff, he aided in the effort to vaccinate 81 million people against H1N1 in the United States. Dr. Redd has participated in many disease outbreak investigations and responses, including Legionnaires’ disease, strategic development for the control of malaria, and the elimination of measles in the United States.

Professor George F. Gao is the Director-General, Chinese Center for Disease Control and Prevention; a Professor in the Institute of Microbiology, Chinese Academy of Sciences; President of the Chinese Society of Biotechnology; and President of the Asian Federation of Biotechnology (AFOB).

Dr. Gao did his postdoc work in both Oxford University and Harvard University, with a brief stay in Calgary University. His research interests include enveloped viruses and molecular immunology. His group research is mainly focused on the enveloped virus entry and release, especially influenza virus interspecies transmission (host jump), structure-based drug-design, and structural immunology. He is also interested in virus ecology, especially the relationship between influenza virus and migratory birds or live poultry markets and the bat-derived virus ecology and molecular biology.

Dr. Gao has applied for and obtained more than 25 UK, US, and Chinese patents. His research has recently expanded to public health policy and global health strategy. He led the China CDC team from September to November 2014 to work in Sierra Leone in the fight against Ebola.

Tim Trevan, founder of CHROME Biosafety and Biosecurity Consulting in Damascus, Maryland, says that an open culture is important to keeping BSL-4 labs safe, and he questions how easy this will be in China.

The Department of Justice today announced that it has reached a settlement agreement resolving the Department’s claims that a Baltimore County, Maryland construction firm, Hallaton Inc., which installs geosynthetic liners, violated the anti-discrimination provision of the Immigration and Nationality Act (INA) by preferring H-2B visa workers over qualified U.S. workers. This is the eighth settlement under the Civil Rights Division’s Protecting U.S. Workers Initiative, which is aimed at targeting, investigating, and taking enforcement actions against companies that discriminate against U.S. workers in favor of temporary visa workers. Since the Initiative’s inception, employers have agreed to pay or have distributed a combined total of more than $1.2 million in back pay to affected U.S. workers and civil penalties to the United States.

“Employers who abuse temporary visa programs deny U.S. workers job opportunities. This settlement provides up to $80,000 in backpay to compensate those U.S. workers who were unlawfully discriminated against in favor of visa workers,” said Assistant Attorney General Eric Dreiband of the Civil Rights Division. “This is the eighth settlement in this Administration’s effort to combat discrimination against U.S. workers for job opportunities and we will continue to hold violators accountable.”

The Department’s investigation determined that from at least Dec. 1, 2017, until at least June 1, 2018, Hallaton routinely discriminated against U.S. workers by failing to consider them for construction laborer positions. Despite receiving over two dozen applications from available and qualified U.S. workers through the Maryland Workforce Exchange, Hallaton hired none of them. The company then sought and received permission to hire 63 H-2B visa workers for these jobs by claiming that it could not find qualified and available U.S. workers. Refusing to recruit or hire U.S. workers because of their citizenship status violates the INA.

Under the settlement, Hallaton will pay $43,143 in civil penalties to the United States, pay up to $80,000 in back pay to affected U.S. workers, and conduct enhanced U.S. worker recruitment and advertising for future positions. The settlement also requires Hallaton to train employees on the requirements of the INA’s anti-discrimination provision and be subject to departmental monitoring and reporting requirements.

Within a week of receiving a blood sample from one of the first U.S. patients to recover from COVID-19, AbCellera, a Canadian therapeutic antibody discovery company, put its rapid pandemic response platform to work, identifying more than 500 unique fully human antibody sequences, the largest panel of anti-SARS-CoV-2 antibodies reported to date.

Eli Lilly will partner with Vancouver, BC-based AbCellera to co-develop the most promising of those 500+ antibodies, through a collaboration whose value was not disclosed. The companies will carry out their co-development work after AbCellera taps into the expertise of another partner—the Dale and Betty Bumpers Vaccine Research Center of the NIH’s National Institute of Allergy and Infectious Diseases (NIAID).

The Center will assess those antibodies, and find those with the greatest potential against COVID-19 by identifying antibodies that bind the pandemic strain of SARS-CoV-2 the best.

“We are about to find out very quickly which ones of those 500 will be effective neutralizers through our partnership at the Vaccine Research Center,” Ester Falconer, PhD, AbCellera’s Head of Research & Development, told GEN. “We will have that data very quickly, and that will help us down-select a number to develop together with our partners at Lilly for further manufacturing and further testing.”

AbCellera and Lilly committed to equally share initial development costs towards a treatment, after which Lilly has agreed to oversee all further development, manufacturing and distribution. If successful, Lilly said, it will work with global regulators to bring a treatment to patients

Daniel Skovronsky, MD, PhD, Lilly’s chief scientific officer and president of Lilly Research Laboratories, added in a statement: “We’ve partnered with AbCellera because we’re impressed with the speed and quality of their efforts. We are moving at top speed to create a potential treatment to help patients.”

“While typically a new therapeutic antibody program might take years to get in the clinic, our goal with AbCellera is to be testing potential new therapies in patients within the next four months,” Skovronsky added.

Appearing on CNBC’s “Mad Money,” Lilly chairman and CEO David A. Ricks told host Jim Cramer: “We hope to be in a clinical trial this summer.”

DARPA P3 participation

AbCellera developed its pandemic response platform over the past three years through its participation in the Defense Advanced Research Projects Agency (DARPA) Pandemic Prevention Program, also called P3. The four-year, $30 million program was created to establish a robust technology platform for pandemic response capable of developing field-ready medical countermeasures within 60 days of isolation of an unknown viral pathogen, in partnership with NIAID Vaccine Research Center and Ichor Medical Systems.

“Presently, our platform is the world’s best for antibody discovery. And Lilly, a worldwide, well-known pharma company, is one of the top in the world at manufacturing and distribution, so the synergy aligns because AbCellera can find the best antibody,” says Falconer, “but if there’s no one to take those antibodies and help develop them, manufacture them, get them through clinical trials, they’re not going to be useful to the people who need them most.”

AbCellera’s platform can take immune cells from essentially any source with a natural immune system, and isolate the B cells that make antibodies with the therapeutic properties of interest. The cells are loaded into microfluidic devices, which comprise over 150,000 individual reaction chambers, each one of which has a closed volume of about 1 nanoliter.

“In a single day of screening, we can screen through millions of immune cells, and find the best antibodies that will then go on to be developed as therapeutics,” Falconer said. “A single nanoliter volume effectively shrinks down a petri dish millions of times, and in a matter of an hour, a single antibody secreting cell can build up enough concentration in that very tiny volume so that we can actually perform a number of tests for antibody properties.”

Coronavirus Is Endangering Abortion Access. Telemedicine Could Solve it.

Almost 40% of abortions take place in the privacy of one’s home. Why must pregnant women to go to the clinic at all?

Imagine you take a cruise in late February. When you get back to the U.S., you start to self-quarantine out of concern that you were exposed to coronavirus on the ship. Then you find out you are pregnant. You do not want to be. What do you do?

If you were in Canada, you could get a doctor to prescribe you what is colloquially known as the “abortion pill,” which you could pick up from your local pharmacy. Using medication abortion, women end their pregnancies by taking a combination of two drugs, usually spaced 24 hours apart, which essentially cause a miscarriage.

Medication abortion is safe, effective and allows people to terminate their pregnancies from the privacy of their own home, provided they are in the early stage of pregnancy. But in the U.S., federal regulations require that women physically travel to abortion clinics ― which could be hundreds of miles away ― to pick up the medication. You can’t get it from a pharmacy or through the mail.

A growing chorus of reproductive health experts are calling for that to change. They say that telemedicine ― the practice of using technology to provide care to a patient from a distance ― is safe for medication abortion and should be employed now, as the coronavirus pandemic overwhelms the health care system, doctors cannot travel to faraway clinics and patients may be trapped indoors.

“People across the country are being urged to stay at home and limit social interactions as much as possible,” said Megan Donovan, senior policy manager at the Guttmacher Institute. “Visiting a health center in person is an unnecessary risk for patients and providers if someone is eligible for medication abortion and it can be provided to them at home.”

The Trump administration and a handful of governors have already taken steps to expand access to telemedicine in the wake of the coronavirus outbreak. The public is taking advantage of remote health care services like never before. But abortion care by telemedicine is still strictly limited.

That’s because the Food and Drug Administration (FDA) requires that mifepristone, the first of the two drugs used to end a pregnancy, may only be dispensed in “clinics, medical offices, and hospitals by or under the supervision of a certified healthcare provider.”

In practice, that means that women seeking an abortion must generally go into a clinic to obtain the pills. In an emailed statement, the FDA’s Office of Media Affairs said that “certain restrictions, known as a risk evaluation and mitigation strategy (REMS), are necessary for mifepristone when used for medical termination of early pregnancy in order to ensure that the benefits of the drug outweigh its risks.”

As coronavirus spreads across the U.S., doctors who provide abortions are now trying to work out how to best assist patients in their homes, without violating state and federal regulations.

“We’re gearing up to be able to provide care to as many people as we can, balancing what’s going on with COVID-19 with ensuring our patients have access to sexual and reproductive health care,” said Meera Shah, chief medical officer of Planned Parenthood Hudson Peconic.

Her clinics in New York state have already been contacted by patients with symptoms of coronavirus, she said. Her staff is currently developing a new protocol for medication abortion so that most of the counseling and paperwork is done remotely, using telemedicine. But patients will still need to physically come in to get the pills, she said, due to FDA regulations.

Leading health experts say this is unnecessary.

The overwhelming medical consensus is that medication abortion is safe and the current restrictions are not justified by the limited risks posed by the drugs. A study published in 2019 found that people who received medication abortion by mail had similar outcomes as those who received it at a physician’s office and reported high levels of satisfaction with the service. The American College of Obstetricians and Gynecologists recommends that mifepristone be made available in retail pharmacies, like other prescription drugs.Telemedicine for medication abortion is particularly important in the 27 “abortion deserts” in the U.S. — major cities where women have to travel more than 100 miles to access an abortion. Six states in the U.S. have only one clinic remaining.

Beyond the FDA rules, onerous state regulations can make it even harder for people to access medication abortions. As Ghazaleh Moayedi, an abortion provider in Texas, told HuffPost earlier this week, women in her state must make three separate visits to a clinic, in person, if they want to obtain a medication abortion.

“This is a time period where we should be focusing on moving all health care to telemedicine, minimizing the number of patient contacts within a clinic,” she said. “We could be moving all our patients in the first trimester to telemedicine for medication abortion so they don’t have to come in at all.”

In some states, a limited form of telemedicine for medication abortion already exists. While patients are still required to travel to a health clinic for care, once there, they can consult via telemedicine with a clinician in another location who is authorized to dispense the drugs. This method minimizes how far patients must travel to find a doctor who provides abortions, and allows physicians to extend their reach into underserved communities without physically traveling to remote locations.

In 12 states, pregnant women can get the abortion pill by mail by participating in a study called the TelAbortion Project. Under the protocol, women obtain the necessary tests at medical facilities near their home. They do a video evaluation over the internet with an abortion provider. Then the drugs are sent to them by mail. (You can find out if you qualify here.)

“Our patients are very satisfied,” said Erica Chong, the co-director of the study. “They feel like it fits into the constraints of their life very well, it accommodates them and meets them where they are.”

She said her team was trying to rapidly expand services to additional states where there are no bans on telemedicine abortion. Currently, 18 states prohibit the use of telemedicine to prescribe medication for abortion remotely. A bill in Ohio to ban telemedicine for medication abortion passed the state Senate earlier this month.

“I think there’s probably about 12 more states that we could probably expand to

reasonably quickly,” Chong said. “This is a really unprecedented time.”

Abortion access is already under threat. Now it’s being jeopardized by coronavirus. Telemedicine is a way to solve that. But first, public officials must understand that it’s a vital aspect of medical care that deserves to be taken seriously.

Iran releases French academic Roland Marchal

PARIS - Iranian authorities have released French academic Roland Marchal, who has been imprisoned in Iran since June 2019, a French presidency official said on Saturday.

Marchal is due to arrive in France around midday on Saturday, the official said.French President Emmanuel Macron urged Iran to also release French citizen Fariba Adelkhah, who is still imprisoned, the official added. Adelkhah also holds an Iranian passport.

Iran and France have agreed to swap Marchal, held on security charges, and an Iranian detained by Paris over alleged violations of US sanctions against Tehran, Iranian state media reported on Friday.
