$100 Fine: Gatherings of More Than Three People on Sidewalks Banned in DC Suburb Arlington County, VA over Coronavirus Concerns

Gatherings of three or more people on sidewalks and streets were banned by the Arlington County Board on Friday to enforce social distancing measures to prevent the spread of the COVID-19 China coronavirus. Pedestrians could be fined up to $100 for that and for violating a six foot social distancing order.

Arlington County is located in Northern Virginia across the Potomac River from Washington, D.C., with the historic city of Alexandria on its southern boundary. In recent decades the county was transformed into a dynamic mix of young couples raising families, hipster singles and immigrants accompanied by strong business development. The five members of the Arlington County Board are all elected Democrats.

Text of the announcement by the board:

The Arlington County Board today adopted an emergency ordinance prohibiting groups of more than three people from congregating on streets and sidewalks posted with the restrictions, and requiring pedestrians to maintain at least six feet of physical separation from others on the posted streets and sidewalks. Violators could face a traffic fine of up to $100. In adopting the measure, the Board cited the difficulty of securing voluntary compliance with social distancing requirements as coronavirus cases surge nationwide.

“While most Arlingtonians are adhering to requirements to wear masks and maintain social distancing, unfortunately, some are not,” Arlington County Board Chair Libby Garvey said. “They are putting themselves and our community at risk of serious illness or death during the COVID-19 pandemic. The Board hopes that this step will make it clear to our entire community that this pandemic is far from under control and that we are serious about maintaining social distance to slow its spread and save lives. We hope that through outreach and education, we will get voluntary compliance and will not have to issue a single ticket.”

The Board voted unanimously to adopt the emergency amendment to the County Code, saying enforcement will begin after a period of outreach and education, and after signs are posted in the areas of enforcement. The Board acted under the state of emergency declared by Governor Ralph Northam and the County in response to the spread of the coronavirus.

In adopting the emergency amendment, the Board noted that “since the inception of Phase Three,” of Arlington and the Commonwealth’s emergence from the Governor’s Stay-at-Home order, “Arlington county has experienced significant crowding inside restaurants and on the public sidewalks, rights of way, and adjacent public spaces where patrons gather for oftentimes prolonged periods awaiting admission into the restaurants,” without wearing face coverings and practicing physical distancing, “thereby creating a significant potential for spread of COVID-19.”

In accordance with state law, the Board will hold a public hearing on the amendment at its September 2020 County Board Meeting, before voting on whether to make it permanent.

Governor Northam declared a state of emergency in Virginia on March 12, 2020, in response to the spread of the novel coronavirus. County Manager Mark Schwartz declared a local emergency on March 13, 2020, and the Board consented to his declaration on March 14, 2020. Arlington entered Phase Three of reopening on July 1, 2020.

TikTok's biggest stars react to Trump's plan to ban app in US

The potential ban comes amid heightened tension between the U.S. and China

TikTok stars around the world are speaking out after President Trump announced plans to ban the popular social media platform from the United States as early as Saturday.

The move comes amid heightened tension between the U.S. and China over the coronavirus, trade, Hong Kong and the closing of consulates over accusations of spying.

The company has denied it gives data from the app to the Chinese government. “While we do not comment on rumors or speculation, we are confident in the long-term success of TikTok,” TikTok said after Trump's statement.

TikTok has become wildly popular with millions of Americans in the last few years, especially teenagers, who use it to make short videos. Some of the platform's biggest stars, who have amassed millions of followers on the platform, mourned it coming to an end late Friday into Saturday morning.

Baby Ariel, real name Ariel Martin, is known as one of TikTok's most-followed users, having amassed 34.5 million followers on the platform.

Citizenship and Immigration Services says agency faces billion-dollar deficit

The Trump administration announced Friday that it is increasing immigration fees with those seeking citizenship facing a hike of more than 80 percent, while asylum seekers will face a charge for their claim. The rule, first proposed last year and published in the federal register Friday, increases the application for citizenship fee by 81 percent to $1,160 among a number of fee increases for immigration applications. Immigrants will be charged a $50 fee to claim asylum although that applies to claims that are made from within the U.S., and therefore would not apply to people arriving across the U.S.-Mexico border or other ports of entry. Citizenship and Immigration Services has said that it pays $366 in adjudication costs to process each affirmative asylum application, bringing the total to almost $1,800 once overheads are included.

Opponents of the new fees have called it cruel and argue that very few countries charge for asylum claims. The agency, in announcing the change Friday, noted that that it is almost entirely funded by fees rather than taxpayer money and that a recent review found that current fees would leave the agency underfunded by approximately $1 billion a year. Immigration Services is "required to examine incoming and outgoing expenditures, and make adjustments based on that analysis,” Joseph Edlow, the agency's deputy director for policy, said in a statement. “These overdue adjustments in fees are necessary to efficiently and fairly administer our nation’s lawful immigration system, secure the homeland and protect Americans.” The agency has been facing severe financial hardship amid the coronavirus crisis, which has limited immigration revenue, and has warned that it may need to furlough thousands of employees to stay afloat. It had initially alerted more than two-thirds of the workforce they would be furloughed starting July 20, but now that date has been pushed back to the end of August. The agency is offering a $10 reduction in fees for those who submit applications online. The new fees will take effect in October.

Notably absent was a $275 fee included in the proposal last year for the two-year renewal of recipients of Deferred Action for Childhood Arrivals (DACA) – the Obama-era policy that shielded some illegal immigrants who entered the U.S. as minors from deportation. The Department of Homeland Security announced earlier this week that it is halting new DACA applications and limiting renewals to only one year, rather than two, as it considers the future of the program in the wake of a recent Supreme Court decision. That decision found that the administration’s move to end the program was done in an "arbitrary and capricious" manner, although justices did not rule on the merits of the program itself.

Fox News's Laura Ingraham has taken over this year as the most-watched female cable news host.

The host of The Ingraham Angle at 10 p.m. on weeknights since October 2017, she has experienced a large boost in ratings in 2020, propelling her past other female hosts, including MSNBC's Rachel Maddow, who had been the most-watched.

In every month since December 2019, Ingraham has beaten Maddow in nightly audience size, according to Nielsen Media Research. Additionally, over that same time frame, Ingraham's monthly ratings never dropped below 3 million viewers a night, a marker she had never topped prior to this stretch. Ingraham similarly topped Maddow in the key 25-54 age demographic, which is coveted by advertisers, during the same time frame.

Ingraham, a conservative, espouses opinions that are usually opposed to those of Maddow, a liberal who often dedicates her show to criticizing President Trump and his administration.

Maddow's nightly audiences beat out those drawn in by Ingraham for much of 2017-2019, which covered a period that included the Trump-Russia investigation and the Trump impeachment fight. But Ingraham's ratings have skyrocketed this year, as have the other prime-time hosts at Fox News.

The divide between Ingraham and Maddow was particularly prominent in the first three months of the year, when Ingraham eclipsed 3 million nightly viewers, but Maddow never did. The MSNBC host has since bounced back with average audience sizes ranging from 3 million to 3.3 million viewers but still trails. Ingraham beat out Maddow in July by less than 100,000 average viewers, which is the closest Maddow has been to Ingraham since she last led the Fox News host in November.

Ingraham's coverage this year has focused on the 2020 election and the pandemic, along with the news of the day. She has repeatedly questioned the doctors and leaders of the country who are navigating the country through the pandemic.

WASHINGTON, D.C., August 1, 2020 (LifeSiteNews) – Two activists with Students for Life of America (SFLA) were arrested Saturday morning while peacefully attempting to chalk “BLACK PREBORN LIVES MATTER” outside of the Planned Parenthood megacenter in the nation’s capital.

SFLA had a permit and had communicated with the city about its plans to paint the street. This came following the city’s decision to allow a private organization to paint on the street a message in support of defunding the police. SFLA was asked to use tempera paint and had planned to do so.

D.C. Mayor Muriel Bowser famously renamed a street near the White House “Black Lives Matter Plaza” and had the slogan “BLACK LIVES MATTER” painted on the street there.

Early Saturday morning, police stopped the pro-lifers’ attempts to express their own message in paint. SFLA Strategic Partnerships Advisor Warner DePriest and SFLA student leader Erica Caporaletti from Towson University were then arrested on the scene. DePriest said in a Facebook live video (see below) that he was not read his Miranda Rights. The activists appear to have been charged with defacing public and/or private property.

Bowser “will be hearing from Students for Life’s attorneys about these unconstitutional efforts to limit speech to government-approved topics,” continued Hawins. “Today is National Pro-Life Generation Sidewalk Day, meaning that thousands of pro-life students are in front of Planned Parenthood and other abortion vendor operation[s] praying and sharing the message that every child deserves hope and a future and that every mom deserves and will receive help.”

In a letter to the mayor about the planned event, Hawkins and other organizers noted: “Having opened the streets of your city for public expression, Students for Life of America requests the opportunity to add our voices to those concerned about how people of color are treated in America. Black [l]ives do matter, born and preborn, as too many people are lost in America today from causes that should be addressed and prevented for their disproportionate impact on minority communities … Your original decision to paint ‘Black Lives Matter’ on the street is government speech. However, your decision to allow protestors to paint ‘Defund the Police’ opened the streets up as a public forum. You are not permitted to discriminate on the basis of viewpoint in making determinations relating to public assemblies in public [forums]. The message of the pre-born will not be silenced.”

In a statement, Hawkins added, “What you didn’t see today on the city’s streets will be coming to billboards across the country, because BLACK PREBORN LIVES MATTER, and we will not be silent. Viewpoint discrimination is not Constitutional, and we will take this to court if necessary.”

SFLA said more information about their billboard campaign will be released in the coming weeks.

Though only 13 percent of the female population, African American women make up 38 percent of all reported abortions. Four out of five Planned Parenthood abortion vendors are within walking distance of minority-dense neighborhoods, as noted in a Supreme Court amicus brief.

The massive D.C. Planned Parenthood is located next to Two Rivers Charter School in the district’s increasingly gentrifying NOMA neighborhood.

A TikTok spokesperson reiterated Pappasu2019s remarks when contacted by the Washington Examiner on Saturday. The spokesperson said privacy and security were paramount to the company. u201cTikTok US user data is stored in the U.S., with strict controls on employee access. TikToku2019s biggest investors come from the U.S.,u201d the spokesperson said in a statement. u201cWe are committed to protecting our usersu2019 privacy and safety as we continue working to bring joy to families and meaningful careers to those who create on our platform.u201d The spokesperson also said that some 100 million people in the U.S. have used the app and the company has hired nearly 1,000 people to work with its U.S. team and that there are plans to hire another 10,000 more.

TikTok allows users to create and share short-form videos and has seen its popularity grow during the coronavirus pandemic as people are cooped up inside. The app has come under intense scrutiny over cybersecurity fears. A group of GOP lawmakers signed onto a Tuesday letter to the FBI, the Office of the Director of National Intelligence, and the Homeland Security Department raising concerns that the Chinese Communist Party could use its power over TikTok to u201cmanipulateu201d U.S. political discourse in the run-up to the 2020 elections. Trumpu2019s presumptive Democratic opponent, Joe Biden, has instructed staff to delete the app from their phones.

Despite the torrent of criticism this week, TikTok received its most forceful denunciation on Friday in the form of a presidential threat. u201cAs far as TikTok is concerned, weu2019re banning them from the United States,u201d Trump told reporters on Air Force One. u201cI have that authority. The Port of Seattle today announced the implementation of a new human trafficking awareness training for its employees, developed in partnership with Businesses Ending Slavery and Trafficking (BEST). This training – the first proprietary anti-human trafficking training developed by a port authority – will ensure that Port staff, and others who work at Port facilities, have the knowledge and resources to recognize and respond to instances of human trafficking.

“The Port has made a commitment to safety and security, that includes learning to help spot and stop human trafficking,” said Port of Seattle Commission President Peter Steinbrueck. “This training will provide our staff and partners with the know-how to interrupt the traffickers that make this issue such a pervasive local concern and reach victims of human trafficking to ensure the airport and our maritime facilities are safe and welcoming for our community.”

“Human traffickers often move victims through airports and seaports,” explains Mar Brettmann, CEO of BEST. “The Port of Seattle partnered with BEST to create two online human trafficking prevention courses—one for the maritime industry and another for the aviation industry. This training will help stop labor and sex trafficking in Washington state as aviation and maritime workers learn how to recognize and quickly respond to a human trafficking situation. All employees can assist people who are coerced to work against their will to once again find freedom and hope.”

The newly launched Port curricula – “Flights to Freedom: Human Trafficking Training Prevention” for aviation employees and “Ports to Freedom: Human Trafficking Training Prevention” for maritime employees – encompasses an e-Learning module and in-person trainings. The trainings ensure Port employees understand what human trafficking is, as well as how to identify, report and stop human trafficking that may take place in or around Port facilities. Paris prosecutors are asking for a new investigation into the famed French actor, 71, after the alleged victim sought to reopen a probe of the case under a legal provision that allows an “injured party” to request a review of their case.

The unidentified victim, a French actress, was 22 when the alleged 2018 rape took place in one of Depardieu’s homes.

The probe was dropped last year for lack of proof, prosecutors said.

Former National Security Council (NSC) member Lt. Col. Alexander Vindman said that his retirement in July was due to “a campaign of bullying, intimidation and retaliation by President Trump and his allies” that hampered the progression of his military career.

“This experience has been painful, but I am not alone in this ignominious fate,” Vindman wrote in a Washington Post op-ed published Saturday.

“The circumstances of my departure might have been more public, yet they are little different from those of dozens of other lifelong public servants who have left this administration with their integrity intact but their careers irreparably harmed,” he continued.

He specifically called out both New York and California, states whose taxpayers have literally funded Tesla's business with massive tax breaks amounting to billions.

When asked about China as an EV strategy leader worldwide, Musk responded: “China rocks in my opinion. The energy in China is great. People there – there’s like a lot of smart, hard working people. And they’re really – they’re not entitled, they’re not complacent, whereas I see in the United States increasingly much more complacency and entitlement especially in places like the Bay Area, and L.A. and New York.”
