Barr: Well, I think there's a range of concerns about mail-in ballots. And let me just clarify here. I'm not talking about a mail-in ballot for a limited number of cases where somebody, you know, is going to be traveling around the world, and the way that the state has provided for that is, you mail in your ballot. I'm talking about a comprehensive rule where all the ballots are essentially mail-in, and there's so many occasions for fraud there that cannot be policed. I think it would be very bad. But one of the things I mentioned was the possibility of counterfeiting.

Barr: No, it's obvious

Crews create a blast to take the Deep Underground Neutrino Experiment to the next stage

It started with a blast.
On June 23, construction company Kiewit Alberici Joint Venture set off explosives 3,650 feet beneath the surface in Lead, South Dakota, to begin creating space for the international Deep Underground Neutrino Experiment, hosted by the Department of Energy's Fermilab.
The blast is the start of underground excavation activity for the experiment, known as DUNE, and the infrastructure that powers and houses it, called the Long-Baseline Neutrino Facility, or LBNF.
Situated a mile deep in South Dakota rock at the Sanford Underground Research Facility, DUNE's giant particle detector will track the behavior of fleeting particles called neutrinos. The plan for the next three years, is that workers will blast and drill to remove 800,000 tons of rock to make a home for the gigantic detector and its support systems.
"The start of underground blasting for these early excavation activities marks not only the initiation of the next major phase of this work, but significant progress on the construction already under way to prepare the site for the experiment," said Fermilab Deputy Director for LBNF/DUNE-US Chris Mossey.
The excavation work begins with removing 3,000 tons of rock 3,650 feet below ground. This initial step carves out a station for a massive drill whose bore is as wide as a car is long, about four meters.
The machine will help create a 1,200-foot ventilation shaft down to what will be the much larger cavern for the DUNE particle detector and associated infrastructure. There, 4,850 feet below the surface—about 1.5 kilometers deep—the LBNF project will remove hundreds of thousands of tons of rock, roughly the weight of eight aircraft carriers.
The emptied space will eventually be filled with DUNE's enormous and sophisticated detector, a neutrino hunter looking for interactions from one of the universe's most elusive particles. Researchers will send an intense beam of neutrinos from Fermilab in Illinois to the underground detector in South Dakota—straight through the earth, no tunnel necessary—and measure how the particles change their identities. What they learn may answer one of the biggest questions in physics: Why does matter exist instead of nothing at all?
"The worldwide particle physics community is preparing in various ways for the day DUNE comes online, and this week, we take the material step of excavating rock to support the detector," said DUNE spokesperson Stefan Söldner-Rembold of the University of Manchester. "It's a wonderful example of collaboration: While excavation takes place in South Dakota, DUNE partners around the globe are designing and building the parts for the DUNE detector."

Jim Banks: New York Times Damaged National Security to Hurt Trump
Rep. Jim Banks (R-IN) said in a statement on Monday that the New York Times is willing to do “anything” to hurt President Donald Trump, including compromising national security.
The New York Times reported on Saturday that a Russian military spy unit secretly offered bounties to Taliban-linked militias for killing U.S. troops in Afghanistan.
Banks, a military veteran, said that “having served in Afghanistan during the time the alleged bounties were placed, no one is angrier about this than me.”
However, the Hoosier conservative said that the federal government could not complete the investigation due to the Times story.
“Now it’s impossible to finish the investigation. All b/c the @nytimes will do anything to damage @realdonaldtrump, even if it means compromising nat ‘l security,” Banks said, adding:

There is no consensus within the intelligence community on these allegations and in fact there are dissenting opinions from some within the intelligence community with regards to the veracity of what’s being reported. The veracity of the underlying allegations continue to be evaluated.

Virginia Senate Democrats are proposing the reduction of the charge of assault on a police officer from a felony to a simple misdemeanor offense.
The proposal, one of 28 championed by the Virginia Senate Democratic Caucus to reform the state’s law enforcement systems, would get rid of the current law that considers an assault of a police officer a Class 6 felony and imposes a mandatory minimum term of confinement of six months.

On the morning of July 25, as 800 Marines stood in formation at the Camp San Mateo area of Marine Corps Base Camp Pendleton, 24 Marines' names were called.
Fifteen were ordered to stand in a line in front of the battalion "to be recognized," according to court filings in the case. The battalion sergeant major stood nearby, carrying a red folder that usually is associated with awards.
But these men weren't awarded. The regiment sergeant major, Sgt. Major Matthew A. Dorsey pointed to the Marines in front and said, "NCIS, arrest these Marines."
About 40 or so Naval Criminal Investigative Service and other military law agents swarmed toward the line of men, coming from behind and the sides. They handcuffed and searched the men before parading them, one-by-one, in front of their peers.
In total, 13 Marines were charged with human smuggling and conspiracy, and eight more were taken away for questioning. Those eight, who were said at the time to be suspects in an unspecified drug activity, were escorted off but not charged.

Wells Fargo & Co. said it expects to cut its dividend for the first time in more than a decade to preserve capital to weather the coronavirus pandemic.
The fourth-largest U.S. bank by assets said Monday it would cut its dividend from the 51 cents it paid in each of the four most-recent quarters. The bank said it would announce its payout when it reports second-quarter earnings on July 14. The other big U.S. banks— JPMorgan Chase & Co., Citigroup Inc., Bank of America Corp., Goldman Sachs Group Inc. and Morgan Stanley—said they intend to hold their dividends steady. Still, this would be the first time any of the major banks reduced its per-share payout since the second quarter of 2009, when they faced an existential threat from the housing crisis
Banks are in a much stronger position now than they were during the past financial crisis. But with the outlook highly uncertain because of the pandemic-induced economic collapse, the Federal Reserve asked banks last week not to increase their dividends. The central bank said that in a worst-case scenario in which the economy takes a long time to recover, banks could face as much as $700 billion in loan losses. Wells Fargo executives hadn’t committed to keeping the dividend intact, instead saying they would have to evaluate the Fed’s guidance and the bank’s own earnings power. The bank earned $653 million in the first quarter, down 89% from a year earlier. Chief Executive Charles Scharf has said earnings are expected to be similarly weak in the second quarter. In a statement Monday, he said he expects the bank will need to make a bigger increase in its allowance for credit losses than in the first quarter.

The biggest banks all posted lower profits in the first quarter, and they socked away billions of dollars to deal with soured loans. The potential for a dividend cut has been a concern among Wells Fargo investors in recent months. The bank’s share price has more than halved in 2020, putting in the worst performance of the six largest banks. The KBW Nasdaq Bank Index was down 36% for the year and the S&P 500 was down 5.5%. The Federal Reserve also asked banks not to repurchase their own shares in the third quarter. Banks had previously committed to halting buybacks through the second quarter.

Although PCR is a valuable technique, it does have limitations. Because PCR is a highly sensitive technique, any form of contamination of the sample by even trace amounts of DNA can produce misleading results (Bolognia et al, 2008; Smith & Osborn, 2009). As one might expect, Iran still hasn’t gotten over when General Qasam Soleimani was blown to smithereens by a U.S. airstrike in retaliation for Iranian militias storming the U.S. embassy in Baghdad.
Ironically, in 2018 Soleimani himself promised retaliation against Donald Trump after Trump promised that “sanctions are coming” in a Game of Thrones themed tweet. “Come! We are waiting,” Soleimani wrote on his Instagram in response. “I can stop you. Quds Force can stop you,” added Soleimani. “You start this war, but we will finish it.”
Turns out, Trump finished it.
Iran is still seeking “justice” for Soleimani, but rather than turn to military escalation (because they know how that will end), they asked Interpol (with a straight face) to arrest President Trump. And in response to that, Interpol quickly dismissed the absurd request.

The Supreme Court ruled in a 5-4 decision on Tuesday morning that Montana’s ban on religious schools receiving state aid — specifically scholarship funds — is illegal and that it’s unconstitutional for states to exclude religious schools from such programs.

According to the Wall Street Journal, the Montana program offered $150 in tax credits for donations to scholarships for private school attendees. After a decision was made by state tax officials that religious institutions didn’t qualify, the case was heard by the Montana Supreme Court. The court cited a state amendment banning aid to sectarian schools and decided to dismantle the entire program.
The ruling will make it easier for religious schools to obtain aid — opening the door to more school choice policies, potentially including the funding of vouchers.
The case was appealed to the Supreme Court by parents suing for aid to assist in paying for their children’s religious private school education.
The case, Espinoza v. Montana Department Of Revenue, saw conservative justices in the majority and Chief Justice John Roberts penned the opinion. The ruling will make it easier for religious schools to obtain aid — opening the door to more school choice policies, potentially including the funding of vouchers.

His first job was with oil giant Esso, but he decided to broaden his skills into finance by studying management accounting and taking an MSc in Finance at London Business School in 1978. In 1989, he joined US private equity group Advent International.[9]

Ratcliffe was a co-founder of INSPEC, which leased the former BP Chemicals site in Antwerp, Belgium. In 1998 Ratcliffe formed Ineos in Hampshire to buy-out INSPEC and the freehold of the Antwerp site.
From this small base, using high-yield debt to finance deals, Ratcliffe started buying unwanted operations from groups such as ICI and BP, selecting targets based on their potential to double their earnings over a five-year period. In 2006 Ineos bought BP's refining and petrochemical arm Innovene, giving Ineos refineries and plants in Scotland, Italy, Germany, France, Belgium and Canada.[3][4]
In April 2010, Ratcliffe moved Ineos's head office from Hampshire to Rolle, Switzerland, decreasing the amount of tax the company paid by £100m a year.[10]
In 2015, Ratcliffe opened the UK headquarters of the chemicals and energy group in Knightsbridge, London, along with gas and oil trading, and other functions, saying he was "very cheerful about coming back to the UK”. He was pleased with UK policy, London as a business base, and untroubled by the prospect of Brexit. Full year 2015 EBITDA was €577 million compared to €253 million for 2014.[11]
In the Sunday Times Rich List 2018 he was named as the richest man in the UK, with a net worth of £21.05 billion.[5]

Ratcliffe supported the October 2019 Ineos 1:59 Challenge, a successful effort by Eliud Kipchoge to run 26.2 miles under 2 hours.[18]
In February 2020, Ineos became principal partners of Mercedes AMG F1, signing a five-year agreement with the team.[19] In the same month, Ratcliffe rejected claims that he would buy a Premier League club, having previously been linked to Chelsea.[20]

INEOS has had small projects in BioEthanol production using Clostridium to attempt that route of sustainability, although it has had problems with the Syngas having too high levels of HCN (hydrogen cyanide) for the bacteria to properly operate. [24]
Honours and awards
In May 2009, Ratcliffe was granted an honorary fellowship by the Institution of Chemical Engineers citing “his sustained leadership in building the Ineos Group.”[25] In 2013 he received the Petrochemical Heritage Award.[26] Ratcliffe was appointed Knight Bachelor in the 2018 Birthday Honours for services to business and to investment.[27]

US could ‘change the world’ by devaluing the dollar – hedge fund manager
There is a shortage of dollars in the global market, according to independent market adviser Hugh Hendry. He says US should look at the value of the national currency, instead of targeting bonds as a form of economic stimulus.
In an interview with CNBC, Hendry said that quantitative easing programs, where central banks buy assets like government bonds to inject liquidity into the economy, are not working.
“Quantitative easing – we’re being missold something,” Hendry argued. “Simply publishing or expanding these inert central bank reserves and trying to scare us all to death that they’re actually printing real money is a fraud.”
He said that “America has decided over several decades to impose a global dollar standard, a monetary standard on the rest of the world. It’s one thing to be the king, [but] you have to behave regally, you have to behave like the king.”
“So, if you’re going to impose a dollar standard on the world, you have to stand by and provide sufficient liquidity. And that’s actually where they’ve been failing.”

Bayer, the company behind the controversial Roundup weedkiller after its takeover of Monsanto, has recently reached an agreement to put an end to most of the current and possible future lawsuits for more than $10 billion.
The settlement covers around 75 percent of current Roundup litigation, involving approximately 125,000 filed and unfiled claims overall. The most interesting part of the announcement is the company’s pledge to finance a scientific panel that is set to take a closer look at the weedkiller and its key ingredient, glyphosate, which is considered to be potentially carcinogenic.
“It they [scientists] find that glyphosate... can cause cancer, then they’re gonna face potentially more lawsuits,” Mollye Barrows of America’s Lawyer told Boom Bust. On the other hand, if the research concludes that there is no cancer risk, then people will not be able to sue the pharmaceutical giant anymore, she added.
The problem with such a study is that it can be biased and can be pushed to bring the results its sponsors need, the contributor noted.
“As we’ve seen in other cases, sometimes that data is manipulated and they put forward what they want. Not to mention that during these four years these products will stay on the shelf, so that’s good news for Bayer,” she said.

China passes controversial national security law for Hong Kong, prohibiting secession and foreign interference
China’s top legislative body unanimously approved a controversial national security law for Hong Kong, stoking fears that the new regulation might undermine the territory’s promised autonomy. Xi Jinping signed the law on Tuesday.
The specific details of the new legislation, which is aimed at dealing with separatism, subversion, terrorism, and collusion with external forces, are yet to be made public.
Tam Yiu-Chung, Hong Kong’s sole representative to the Standing Committee of the National People’s Congress, confirmed on Tuesday that punishments for non-compliance will not include the death penalty.
However, it remains unclear whether the law will be applied retroactively.
“We hope the law will serve as a deterrent to prevent people from stirring up trouble,” Tam said, adding that Hong Kong should not be “used as a tool to split the country.”
A study by the Hong Kong Public Opinion Research Institute showed that 57% of the public opposed the law. Commenting on the survey, Tam said that “it’s meaningless to include dissenting voices. They have been opposing such legislation for more than 20 years.” China had to make a decision as a matter of national security, he stressed.
The controversial law will come into effect on July 1, which marks the 23rd anniversary of Hong Kong’s handover to China from British rule.

China enacts Hong Kong national security law
China's top legislative body has adopted a national security law for Hong Kong, marking a new phase in the territory's relationship to the mainland.
Hong Kong media say the law will likely come into effect on Wednesday, which marks the 23rd anniversary of Hong Kong's handover to China from British rule.
The National People's Congress Standing Committee unanimously approved the law on Tuesday. The new legislation lays out four criminal acts Beijing says threatens national security…secession, subversion, terrorism, and collusion with foreign or external forces.
It also allows Chinese authorities to set up an agency inside the semi-autonomous territory and enables the city's Chief Executive to choose judges that oversee national security cases. Many Hong Kong residents have voiced concern the law undermines the "one country, two systems" framework, which is supposed to guarantee Hong Kong a high degree of autonomy and judicial independence. One protester says, " Hong Kong won't be the same. It's heartbreaking because I was born and raised in the territory. But there's nothing that can be done."
Another protester says, " I'm very angry. It could be an imminent threat to our safety." Meanwhile, political groups that could be targeted once the law goes into effect are disbanding.
Prominent pro-democracy activist Joshua Wong says the new law marks the beginning of a reign of terror, and will turn Hong Kong into a secret police state. He is calling on the international community to come up with concrete efforts to defend their "last bit of freedom." Pro-democracy groups are planning a rally on Wednesday to mark the anniversary of the 1997 handover and show their opposition to the new legislation despite the police banning the event due to coronavirus restrictions.
The South China Morning Post cites "police insiders" who say about 4,000 officers will be on standby to handle any unrest.
