Certain people at the BBC had a weird vendetta against science fiction throughout the 80's and 90's, and were trying their hardest to get rid of it because they thought it was silly, and would do things like slash the budget, or suddenly reschedule air dates.
Red Dwarf only really managed to exist at all because it was a sitcom, and because the creators stressed that it would be very cheap to produce.

The weird thing is that it did initially get a higher budget at the start of the 80s iirc, the 70s was actually a time of low budget episodes, but they seemed to blow it all on guest stars instead of making good episodes. Honestly I'm surprised it even survived Trial of a Time Lord

I hear some of his audio dramas are really good. Only ever listened to one of them, which I liked.
You've also got The Stranger which is a shoestring budget fanseries he agreed to be in, which is kind of crap, but it's interesting to see a slightly more understated version of his character. And this happens.
