To be fair he was convinced that war was necessary by 1939 but I guess everyone sees failure to intervene before Munich as a mistake, which it possibly was.

Managing armies isn't an RTS game. Orders for the major battle plan goes out to commanders, and foreign troops would receive their own orders and objectives.
Actual integration of foreign armies is a relatively newer military science and is why the US constantly has joint exercises with other countries.
