It used to be that the only parts of a firearm that required a certificate were the pressure bearing parts of the gun, i.e. barrel, chambers, bolts, etc.
Having said that, I remember reading a copy of the Firearms Consultation Committee minutes where this issue was discussed, prompted by ACPO!
In their submission, ACPO argued that ANY part of a firearm should require a certificate and when someone asked whether they were seriously advocating certification for screws and springs ACPO unashamedly said yes!
From memory, I think this discussion was prompted by one police force trying to prosecute a helmet manufacturer for possession of a section 5 weapon (or part of) based on the fact that the helmets in question were used by Apache pilots. They argued that as moving the helmet controlled gun aiming (that nice mini-gun under the nose of the helicopter), this meant that the helmet was an integral part of that weapons system and as such also section 5.
Apparently the force wasn't too impressed when the judge laughed their claims out of court and so the FCC discussion.
Not surprisingly, the recommendation that EVERY component be designated part of a firearm was never taken up as far as I remember.
Oh and the FCC ceased to be shortly after this report was issued!!!
