Frisk can murder the Monster King or the strongest of the Royal Guard (who doesn't hold back) by slapping them in the face. He's ten years old and otherwise his best physical strength can barely knock over a tomato. Determination is closely tied to emotion, so it's not a stretch to say that Chara getting really pissed off can seriously hurt monsters. None of that is made up or outside of canon.

To be more clear: it's apparently the same object separated by a very long time. When Frisk picks it up, it's a worn dagger; it's old, and rusty, and belongs to someone who died a long time ago. It's only good for sawing through plants.

When Chara picks it up, it's apparently super sharp, brand new, and ready to chop people up. (Only problem is, when he gets it, there's not a lot of people left to chop, and its huge damage is therefore meaningless.)
