My idea is a bit… "radical" on this.
I believe male and female monarch must "separate" the roles to rule.
Women (usually) tries to achieve superiority in society via knowing around important people, arranging marriages and friendships in society via "middle-manning" that benefits thier status etc. Men tries to achivie the same effect via use of overwhelming force to enforce some kind of hierarchy that they themselves lead.
Thus women know integral workings of a society much better than man and they are more "up-to-date" than male monarchs about what is going no in a society (provided they are not sheltered in a castle for their lives). Hence male monarchs must deal with military, diplomacy, some economics etc while female ones must deal with the internal order and court relations.
One proff is that when man tried to build empires fast via conquest and brute force these have "fallen from inside" just as fast because neither the elite nor local peoples have been "integrated" into any meaningful social structure they would like and hence destroying it when the male figure dies.
