Japan and US aim for chip supply chain deal in April summit

The U.S. and Japanese governments will cooperate to secure a supply chain for strategic technology components such as semiconductors, Nikkei has learned.

The two sides will set up a working group to determine how to divide tasks between them, such as research and development and production. They hope to agree on the project when Japanese Prime Minister Yoshihide Suga and U.S. President Joe Biden meet on April 16 in Washington. The two leaders are expected to confirm the importance of creating a decentralized supply network. They will aim to establish a system in which production does not rely on specific regions such as Taiwan, where geopolitical risks are high, and China, where conflicts with the U.S. are deepening. The working group will be attended by Japan's National Security Agency and the Ministry of Economy, Trade and Industry, along with counterparts from the U.S. National Security Council and the Department of Commerce. The two sides are considering assigning undersecretary-level personnel to the top posts. First, the working group will identify the risks posed by the current supply networks in both countries. The semiconductor shortage became apparent in the latter part of 2020, after carmakers had trimmed their semiconductor orders in anticipation of a decrease in demand due to the coronavirus pandemic. In fact, the recovery in the auto market was stronger than expected, but semiconductor manufacturers were already responding to strong demand for laptops and smartphones due to remote working. Power outages caused by the cold weather in the U.S. and a fire at Renesas Electronics' main factory, in northeast Japan, added to the woes. Japan and the U.S. are wary of the concentration of production bases in China.

According to the Boston Consulting Group, the share of semiconductor production in the U.S. fell from 37% in 1990 to 12% in 2020. The market share of China, which invests huge amounts of subsidies in the sector, is projected to increase from 15% in 2020 to 24% in 2030, making it the largest in the world.

U.S, Iran to go to Vienna for indirect nuclear deal talks

Officials from Tehran and Washington will travel to Vienna next week as part of efforts to revive the 2015 nuclear deal between Iran and global powers, though they will not hold direct talks, diplomats said on Friday. Even without face-to-face talks, which Tehran has ruled out, the presence of both of Iran and the United States in the Austrian capital would mark a step forward in efforts to bring both sides back into compliance with the accord.

“Iran and the U.S. will be in the same town, but not the same room,” a European diplomatic source said. A Western diplomat said a shuttle diplomacy approach would be adopted.

Iran, China, Russia, France, Germany and Britain - all parties to the 2015 deal - discussed on Friday the possible return to it of the United States, and how to ensure full and effective implementation by all sides.

U.S. President Joe Biden’s predecessor, Donald Trump, withdrew from the deal in 2018 and reimposed U.S. sanctions on Iran, prompting Tehran to violate some of the pact’s nuclear restrictions in retaliation.

The EU, which is coordinating efforts to revive the deal, said next week’s participants in Vienna would seek to “clearly identify sanctions-lifting and nuclear implementation measures,” including through convening meetings of relevant expert groups. After Friday’s meeting, Iran’s Deputy Foreign Minister Abbas Araqchi, a senior negotiator in the talks, said the United States would not be present at any session attended by Iran in Vienna and affirmed Iran’s stance on what needed to be done. “Iran will suspend its steps (scaling back compliance with the deal’s terms) as soon as (U.S.) sanctions are lifted and this is verified,” Araqchi said, according to Fars.

The Biden administration has been seeking to engage Iran in talks about both sides resuming compliance. Under the accord, U.S. and other economic sanctions on Tehran were removed in return for curbs on Iran’s nuclear programme to make it harder to develop a nuclear weapon - an ambition Tehran denies.

German Foreign Minister Heiko Maas said it was good that talks were resuming, but time was of the essence. “An agreement that is once again fully respected would be a plus for security for the entire region and the best basis for talks on other important issues of regional stability,” he said in a statement.

Russia’s ambassador to the U.N. atomic watchdog said Friday’s talks had given him the impression they were on the right track but the way ahead would not be easy.

Texas Lt. Gov. Dan Patrick (R) is “stunned” American Airlines issued a statement opposing an election integrity bill, Senate Bill 7, following passage early Thursday morning, as the CEO admittedly did not read the legislation.

Texans are fed up with corporations that don’t share our values trying to dictate public policy. The majority of Texans support maintaining the integrity of our elections, which is why I made it a priority this legislative session. Senate Bill 7 includes comprehensive reforms that will ensure voting in Texas is consistent statewide and secure.

Patrick went on to say that in 2017, American Airlines “led the fight to try to force us to allow boys to play girls sports in Texas and take away their scholarships. They are probably still fighting for that today and it is likely they have not read Bill 29 either:”

The Texas State Senate passed Senate Bill 7 early Thursday morning. Republican State Sen. Bryan Hughes (R), who authored the legislation, describes it as a bill aimed to make it “easy to vote and hard to cheat.”

American Airlines released a statement Thursday afternoon saying, “Earlier this morning, the Texas State Senate passed legislation with provisions that limit voting access.

The statement continued:

To make American’s stance clear: We are strongly opposed to this bill and others like it. As a Texas-based business, we must stand up for the rights of our team members and customers who call Texas home, and honor the sacrifices made by generations of Americans to protect and expand the right to vote.

Seattle court: Recall effort can proceed on Seattle council member K'shama Sawant who let protesters into city hall

The Washington state Supreme Court has ruled that efforts can proceed to recall a Seattle City Council member who allegedly let protesters into City Hall during last year's social justice protests.

The state's highest court announced the ruling Thursday, denying Council member efforts by Council member Kshama Sawant, a socialist, to stop the recall.

"Big biz and the right wing are furious about the impact of socialist politics and social movements in Seattle & how we have inspired working people around the country," the Kshama Solidarity Campaign tweeted.

Efforts to segregate campus housing and graduations are 'pleasing' supremacists, ex-governor warns

Former Wisconsin Gov. Scott Walker is taking liberal policies to task, saying new campus housing and graduations that segregate students by identity are "pleasing" white supremacists while those who support vaccine passports but oppose voter ID are engaged in hypocrisy.

"It's just ironic, though, that they're okay with you having a passport that shows that you had a vaccination with your picture on it that you can use to go – that you have to use, under their idea, to go shop or travel or do anything else – that apparently is not racist. But not having a photo ID is," Walker told the John Solomon Reports podcast on Thursday. "It just makes no sense whatsoever."

Walker, a Republican, added that when he was governor, he signed a bill into law requiring a photo ID to vote, but that people could go to a DMV office in Wisconsin and get it for free.

"So there's no monetary barrier, although who doesn't have that? But just as an extra precaution, we put in that – so it's just a bogus argument that most Americans don't buy into, that people can't present identification," he said.

Walker, now the head of the conservative student group Young America's Foundation, also decried liberal university policies that are creating separate graduations and housing for different races at universities.

"What's really crazy to me is much of this nonsense on the left is probably pleasing some of the very people that they disdain, which are white supremacists, because the things they're talking about are enacting the very policies and things that people like George Wallace pushed for back more than a half a century ago."

Walker believes that Marxists previously failed in America because they focused on economic classes, which he said the U.S. doesn't really have since it is possible for someone who is born poor to climb the socioeconomic ladder.

However, because of that failure, the Marxist left has now made classes of race, gender, and sex to divide people, he said.

"I believe they're coming back, now, at it a different way where they're trying to pit one group of Americans versus another to try and drive in Marxist principles by pitting, not economic class, but creating classes based on race, based on gender, based on sex, and things of that nature – to try and say, 'This is an agreed class, you need to go out and take from this class, and put power over here,' with the idea of being, really what it's doing is an excuse for the few elite to amass the power like they've done in both socialist and communist regimes in the past."

Citigroup Inc. hired Ken Blanco, the director of the Financial Crimes Enforcement Network, as its chief compliance officer of its newly created financial crimes unit. Blanco worked on combating financial crimes and enforcing regulations on money laundering and terrorism financing at FinCEN, a bureau in the Department of Treasury. TAIPEI, Taiwan — A train barreled into an unmanned truck that had rolled onto the track Friday in Taiwan, leaving at least 51 people dead and dozens injured in the island's deadliest rail disaster. Many passengers were crushed, while some survivors were forced to climb out of windows and walk along the train’s roof to safety.

The truck’s emergency brake was not properly engaged, according to the government’s disaster relief center, and the vehicle slid about 20 meters (65 feet) down a hillside. Minutes later, the train’s lead car crashed into it, according to Railways Administration official Weng Hui-ping, just before the train entered a tunnel.

The train, which was carrying more than 400 people, derailed near the Taroko Gorge scenic area on the first day of a long holiday weekend when many people were using Taiwan's extensive rail system, including many families with children. Images from the scene showed the train's cars wedged against the tunnel's walls. Part of the wall of one car had smashed into a seat.

“Many people were crushed under train seats in the collision. And there were other people on top of the seats. So those at the bottom were pressed and crushed and lost consciousness," a passenger with gauze taped to her elbow told Taiwanese broadcaster EBC, which did not show her face or give her name. "At the beginning, they still responded when we called them. But I guess they lost consciousness afterward.”

The National Fire Service confirmed the death toll — which included the train's young, newly married driver and the assistant driver — and said more than 100 people were injured.

The service earlier said all passengers had been accounted for, but a spokesperson later said there may be more bodies trapped in the mangled cars and the death toll may still rise. The spokesperson spoke on condition of anonymity because they were not allowed to release the information to media.

Weng, of the Railways Administration, called the crash Taiwan’s deadliest rail disaster.

He said a construction truck whose owner was a contractor for the administration slid from a work site above the track. No one was in the truck at the time. An investigation has been launched, and Hualien police have interviewed one person, Weng said.

The stretch of track where the orange-striped train came to a halt hugs the coastline and lacks any protective fencing. Yellow and red police tape marked the area of the crash, where tents had been set up and dozens of rescuers and officials had converged.

With much of the train still inside the tunnel, many escaping passengers had to scramble out of doors and windows and scale the sides of the train to walk along the roof in darkness to safety.

One young man interviewed by Taiwanese media at a hospital said he had traveled with friends for the holiday but now had no idea where they were.

“Everyone just went flying all over the place,” said the man, who only gave his surname as Chen and who was in a wheelchair, his arm in a cast. Obviously distraught and in pain, he said the cars and seats had been twisted out of shape.

Taiwan is a mountainous island, and most of its 24 million people live in the flatlands along the northern and western coasts that are home to most of the island’s farmland, biggest cities and high-tech industries. The lightly populated east where the crash happened is popular with tourists, many of whom travel there by train to avoid mountain roads.

The train involved in Friday's derailment, the Taroko No. 408, sometimes called the Taroko Express, is one of Taiwan's newer models.
