Niger ‘scandal of the century’ exposed in FinCEN Files sparks lawsuit demanding action

Publisher Moussa Aksar was targeted as his reporting on millions in disappearing defense spending was submitted in a request to force a government inquiry.

English front companies allegedly siphoned millions of dollars from Niger, one of the world’s poorest countries, in a military procurement scandal that has engulfed the country and sparked lawsuits.

Last year, journalists in Niger obtained a confidential audit from the country’s ministry of defense that alleged up to $120 million in defense spending had disappeared from the West African country, often into tax havens and bank accounts controlled by unknown owners.

The newspaper L’Evenement obtained a copy of the audit and revealed that two companies, Halltown Business LLP and Stretfield Development LLP, signed a $2 million agreement for two aging Ukrainian helicopters. L’Evenement’s publisher Moussa Aksar, matched details of the audit with bank records that formed the basis of the FinCEN Files investigation. Aksar is a member of the International Consortium of Investigative Journalists.

Last month, four Niger-based civil society organizations filed paperwork in court in the capital, Namey, to force the government to open an inquiry into corruption, forgery, and other crimes. As part of the case file, the organizations submitted the L’Evenement’s FinCEN Files investigation.

According to the Niger audit, the two companies signed a deal in July 2012 worth $2 million. “This apparent contract…was in reality subject to a secret contract of commissions, that is to say, kickbacks,” officials wrote. “This is contrary to regulations and constitutes a collusive maneuver having allowed the withdrawal from the state of $2,000,000.”

The audit alleges that $120 million was lost between 2017 and 2019 through false contracts, much of it going to shell companies, according to L’Evenement.

The FinCEN Files documents show that one company, Halltown Business LLP, received $30,000 in exchange “for textiles” just weeks after it signed the deal to provide helicopters to Niger. The payment, from a Romanian company, passed through Deutsche Bank before reaching Halltown’s Latvian bank account, according to FinCEN Files documents. Halltown Business received another $12,000 in April 2015, leaked FinCEN records show.

The discrepancy between Halltown Businesses’ apparent deals – textiles and military equipment – was one of several red flags that signal possible financial crime, experts told ICIJ.

The owners of Halltown Business LLP are unclear. The U.K. registry lists only two shell companies in the African tax haven island, Seychelles.

Rand Paul Challenges New Secretary Of State Over Regime-Change In Syria

Senator Rand Paul recently challenged the new Secretary of State nominee Anthony Blinken on his history of pushing regime change in the Middle East and North Africa:

"Regime change in the Middle East has led to chaos, instability and more terrorism," Sen. Paul argued.

"Like Joe Biden and Hillary Clinton you've been a supporter of military intervention in the Middle East from the Iraq war to the Libyan war to the Syrian civil war…" he introduced in his Tuesday questoning of Blinken.

Sen. Paul began his argument by questioning Blinken’s role in the NATO intervention of Libya in 2001 and his support for the US military invasion of Iraq in 2003, which the Kentucky congressman said was a major disaster that paved the way for a stronger Iran.

The congressman argued that Blinken continued to push regime change in Syria, which he said was a significant blunder, especially with the amount of money spent training "moderate rebel forces".

Sen. Paul said the administration of former President Barack Obama spent $250 million (USD) on training 60 rebels [as part of the DoD side; the CIA program was much more expansive], which he said was a waste of money.

He would go on to question why Blinken would support the Syrian opposition groups on the ground, as he pointed out the most powerful fighters are those from the jihadist groups like the Al-Nusra Front.

"Even after Libya you guys went on to Syria wanting to do the same thing again… it's a disaster. The lesson of these wars is that regime change doesn't work!" Paul said.

"You got rid of one 'bad guy' and another 'bad guy' got stronger," Paul added while lambasting the US strategy of going after Iran while Iraq is still weakened by Bush's regime change war there.

"Maybe we shouldn't be 'choosing' governments in the Middle East," Paul continued.

Russian Ambassador to US Antonov Says Still No Contact With Biden Administration

Russian Ambassador to the United States Anatoly Antonov said on Thursday that the Russian Embassy has not yet had any contacts with the new administration of President Joe Biden.

"It’s 11:30 a.m. now in Washington, DC, the Embassy has not yet had any contacts with the Biden administration," Antonov said in an interview with the Russia 1 TV Chanel.

Biden was sworn in and took office as the 46th US president on Wednesday.

Antonov told Sputnik earlier that Russian diplomats intend to establish regular contacts with the new US administration.

The Russian ambassador said the new administration should be given time to decide on foreign policy priorities and approaches, and its international course should be judged based on actions rather than pre-election rhetoric.

Biden's Administration Seeks to Extend New START Treaty With Russia for Five Years, Report Says

However, Antonov also said the possible meetings between Russian and US presidents and the two countries' top diplomats in 2021 will depend on a number of factors, including the normalization of the epidemiological situation, meetings agenda and the possibility of communication on the margins of multilateral events.

Kremlin press secretary Dmitry Peskov said earlier in the week that Russian President Vladimir Putin has not yet planned contacts with Biden. Asked if Russia had already established contacts with Biden's team and was in talks on a potential Putin-Biden phone talk, Peskov said "not yet."

Lawsuit: Twitter States that Child Porn Video ‘Didn’t Violate Policies’

Twitter repeatedly told the victim of child sexual abuse that a video of his ordeal circulating on the platform didn’t violate the platform’s policies, according to a lawsuit filed on the victim’s behalf by the National Center on Sexual Exploitation.

The victim, anonymized in the lawsuit as John Doe, alleges that Twitter allowed the video of his abuse — filmed when he was 13 years old — to accumulate hundreds of thousands of views.

According to the lawsuit, Twitter only eventually complied after an agent from the Department of Homeland Security (DHS) got involved with the case.

By that time, according to the allegations, the video had already accumulated over 165,000 views on the platform.

I feel some pity for the media crews wandering around the lonely streets desperate for something to feed back to their bosses' funding of their trip. They know they have to film something, but when there is nothing, what are they supposed to do? Predictably, they resort to yet another closeup of the National Guard. It is soul-destroying stuff.

It feels numb here, like watching surgery on your own hand when you are anesthetized against the pain, but can still see the knife cutting flesh and watch your own blood flow. That’s exactly what it is like in D.C. Without people, there is no emotion. And without emotion, no one can feel anything. And just like surgery, it feels unreal.

It is emotion that makes these events matter. And there is none to be had here. This is a sterilized inauguration in a city sanitized by a garrison of troops. All you can feel is numb.

Biden stepped up to the podium, on an empty stand, addressing a mall void of life and spoke of his hopes for unity:

"This is our moment of crises and challenge. And unity is the only path forward… Let’s start afresh. Let's start to listen to one another, see one another, hear one another."

I look around at all the facemasks and muted mouths. And feel my eyes roll in their sockets.

"We must reject a culture in which facts are manipulated and manufactured."

I remember those suitcases of ballots being hauled out from under tables in Pennsylvania, and the statistically improbably vote dumps in the swing states, and wonder how this old man is not choking on his words.

"America has to be better than this. Just look around. Here we stand in the shadow of the capitol dome. We endured. We prevailed."

I look around just as he asks us to do, and I see how barren it all is. This man is all but alone with his lies. Nothing has prevailed here, not joy, not emotion, and certainly not the will of the American people.

As I walk back to my hotel, feeling about ready to sit with the homeless man and share his cheap whisky, I meet a woman who has traveled from Texas to be here because of her love for Biden – and because she was here four years ago for the pussy marches in which she had such a fantastic time.

She can't believe she is all alone and that the city is so deserted. Not only that, but she can't get close enough to see or hear anything. So much for Biden’s plea to ‘see each other, listen to each other, hear each other’. This poor woman has not seen another soul.

She tells me she just feels really, really disappointed.

I hug her and tell her I feel it too. Biden asked for unity. Perhaps this is it. His supporters and I are united in our disappointment.

EFFERSON CITY, Mo. (Jan. 20, 2021) – On Tuesday, a Missouri Senate committee held a hearing on a bill that would take on federal gun control; past, present and future. Passage into law would represent a major step toward ending federal acts that infringe on the right to keep and bear arms within the state.

Sen. Eric Burlison (R-Battlefield) filed Senate Bill 39 (SB39) on Dec. 1. Titled the “Second Amendment Preservation Act,” the legislation would ban any entity or person, including any public officer or employee of the state and its political subdivisions, from enforcing any past, present or future federal “acts, laws, executive orders, administrative orders, court orders, rules, regulations, statutes, or ordinances” that infringe on the right to keep and bear arms.

On Wednesday, the Senate General Laws Committee held a hearing on the bill. Burlison testified, predicting that President-Elect Joe Biden’s administration will push for gun control. “Gun bans directly, magazine bans, attacks on private gun manufacturers, red flag laws and restrictions on individual citizens from buying firearms,” Burlison said.

Nobody testified in opposition to the bill, but according to MissouriNet, there was written testimony opposing the measure.

South Carolina attorney Butch Bowers has been named as Donald Trump’s impeachment lawyer.

Senator Lindsey Graham announced the news on a call with Republican members of the upper chamber of Congress, according to a report by Punchbowl News, confirmed by other outlets.

Mr Bowers will defend the former president in his second impeachment trial before the US Senate. He has previously served as counsel for three governors of South Carolina — Nikki Haley, Henry McMaster and Mark Sanford — and has experience in impeachment, ethics, voter ID and campaign cases.

Many of Mr Trump’s previous legal representatives have distanced themselves from him following his role in inciting the mob who stormed the US Capitol on 6 January.

Mr Bowers has a wide range of experience relevant to Mr Trump’s legal issues including serving as counsellor to Governor Sanford before the South Carolina House Judiciary Committee in 2009.

The governor was threatened with impeachment due to ethics violations resulting from a clandestine trip to Argentina to pursue an adulterous affair. Mr Sanford disappeared for six days telling his staff he was hiking the Appalachian Trail.

Ultimately that impeachment did not go ahead with the state House of Representatives instead voting to censure him.

Mr Sanford stayed on as governor until 2011, then taking a hiatus from politics before returning as a congressman, winning the an election in 2013.

He backed Mr Trump in 2016 but lost his seat in 2018 after criticising the president and losing a primary to a pro-Trump challenger. Mr Sanford briefly tried to run against Mr Trump for the Republican nomination in 2020.

The news that Mr Bowers would be representing Mr Trump comes after earlier reporting suggesting that any Senate impeachment trial could be held up while the former president looked for legal counsel.

Law firms Porter Wright Morris & Arthur and Snell & Whitmer stopped representing the Trump campaign’s post-election lawsuits challenging results due to a public backlash.

Jones Day saw demonstrators gather outside its offices in New York and so also disassociated itself from Mr Trump.

Rudy Giuliani has said he cannot represent his client as he qualifies as a witness to the events leading up to the storming of the Capitol. Former Trump legal advisers Pat Cipollone, Jay Sekulow, Pam Bondi, and Eric Herschmann have all distanced themselves from the new impeachment.

There is no schedule yet for Mr Trump’s second Senate impeachment trial.

Mr Bowers works as part of the Miller Law Group and currently serves in the South Carolina Air National Guard and holds the rank of Colonel.
