Part 2. The New Government
The modern Ukraine was formed when “Verkhovna Rada of the Ukrainian Soviet Socialist Republic” passed a law on July 5th, 1991, which established the “Office of President of Ukrainian Soviet Socialist Republic”.
On August 24th, 1991 Leonid Kravchuk became chairman of the Verkhovna Rada of the Ukrainian parliament and defacto president until they held their first election which he won on December 5th, 1991. The title of office changed to “President of Ukraine”
His presidency was important because of the nuclear weapons that were there in the Ukraine at the time of the Soviet Union dissolution.
Directly after the fall of the Soviet Union, the Ukraine and other states that left the soviet union had trouble figuring out what they wanted to do, as far as economy (socialism/communism/etc). For this reason his presidency was marred by scandal, and he only served as President for 2yrs, 329 ( July 19th, 1994) when he stepped down due to scandal of economy performance and power struggle with Prime Minister Leonid Kuchma.
During his tenure he signed the Lisbon Protocol. More of this on the next section which discusses nukes, USSR, & The USA.
