It's fantastic (and so is TTGL for that matter).
Sadly it didn't have quite enough "umpf", like FLCL, but it was definitely up there.
Ironically, though, although that may be lipservice to the original, the main characters development is the weak point of the series.

Diebusters whole gimmick was the shamalan TWEEEST at ep 4. It was also way too crowded and messy with these shitty ass characters nobody cared about.
The Tycho episode was horrible.

Gunbuster is fantastic, I kind of wish that it had been longer so that I could have seen more of the namesake mecha in action, but that might have spoiled its pacing somewhat. Gunbuster itself might be my favourite mecha design ever overall.
Diebuster I watched immediately after finishing Gunbuster, and I felt a little let down by it. Even though there are close similarities between Gunbuster's and Diebuster's plotlines, they otherwise feel really different. Like, Gunbuster at least makes an attempt at a semi-grounded / authentic look and feel (at least in the first few episodes) whereas Diebuster has a deliberately overblown aesthetic with outlandish-looking technology and zany character designs and talking cats. I'm also not a fan of most of the spaceship / mecha designs at all.
That said, this is mostly me judging it as a follow-up to Gunbuster and not on its own merits, which is probably a mistake because the two were released really far apart. Besides, it has plenty of positives as well. Nono was annoying to me at first but grew on me a lot by the time the end came about. Some of the action was really good too, especially in the final episodes. I feel like it's much more like TTGL than Gunbuster is. While I didn't like it so much in the context of a Gunbuster follow-up, I bet that it's a lot better if you watch it separately from Gunbuster.

I made the mistake of going into Diebuster looking for More Gunbuster, so I didn't like it. It's okay I guess, but I was really looking for More Gunbuster, not More FLCL Guest Starring Gunbuster.
If it had been Another Thing Like FLCL and then the big swerve was that it was a Gunbuster sequel all along I probably would have liked it a lot more.

I was fortunate to watch Diebuster long after Gunbuster and it definitely helped. Diebuster is enjoyable on it's own but it's just so radically different from the first show that it just doesn't feel like a sequel, and the original is still the best.

I watched Die right after Gun and I was extremely let down. I found most characters annoying and boring. The mechs, aside from the omellete au fromage or whatever name the main mech had, also kind of let me down.
I rewatched it some time ago, and my opinion is slightly changed. It honestly doesn't get to levels of good the original was, but it has its own merits.
Most of the characters are still shit, though.

Gunbuster is my favorite anime, though maybe beaten by Wings of Honneamise or Akira. I'm biased as fuck, though.
Diebuster was decent, but the pacing was a little erratic, and there was a tad too much going on for the short runtime. Still a pretty solid little spinoff.
TTGL got me into anime. Pretty cool send-up to the classics, and an adrenaline rush in its own right.

To be fair I did not really enjoy Gunbuster too much, yeah the characterization was good, and the plot was written well, but there just wasn't enough actual mecha in it for me to really enjoy it. Like shit, you have one of the best designed mecha I've ever seen and you see it only a few times.
And I really fucking hated the fact that the fight in the final episode was done by still images.
I see why it's good, it just didn't hit the right spot with me.

Gunbuster is possibly my favorite anime. Either that or second place to Wings of Honneamise.
Diebuster is pretty mediocre and a bit of a mess at times, but it really has its moments.
Also, TTGL isn't so much a successor to Gunbuster as it is Getter Robo and Captain Harlock thrown in a blender.

I can't take Gunbuster that serious, because it is a parody of sports anime in general and by the same people who brought the world Otaku no Video. When it comes to production quality though, no OVA I know of can beat that. Gunbuster is the best one in hat department.
