Operation British was meant to hit Jaburo, a military target, it was only due to the Tianem Fleet interception that the colony changed trajectory and start spilling debris over North America, the Middle East, and hitting Sydney. If the Federation didn't even intervene it would have hit Jaburo and Zeon would have ended the war without invading Earth.

In war everything is free game, Dublin at the time was the Federation's new political capital and thus Haman targeted it to sue for peace as Neo-Zeon is small and can't sustain a delayed invasion like the Principality could. Not like the Federation doesn't turn around and do the same thing like letting Operation Stardust succeed, gassing Colony 30, and attempting a drop on the Von Braun. And before you go >muh titans, that whole group had the backing of the Federation government until it became politically unfeasible to support them so they were as much responsible as Jamitov or Bask.

The entire point of Gundam is "war is bad and destructive", there isn't any exact "good guy" in the story. The Feddies are authoritarian and Zeon is genocidal.
People are too used to narratives being black and white and having clear-cut heroes and villains
In The Moon Is A Harsh Mistress, the book Gundam was heavily inspired by (right down to the Earth government being named the "Federated Nations" and both taking place in the 70's, though Gundam is in the 2170's and TMIAHM is in the 2070's), the Lunar colonists are very much portrayed as the good guys fighting against careless Earth governments who are draining all of the Moon's limit water supply to massively increase food production.
Tomino took this and removed a lot of the moral clarity from the situation In Gundam, the exact reason behind independence is nowhere as important, it's about the conflict. Saying "well it's okay, because it was war!" is literally the exact opposite point the show is trying to make.
