With Decade 2.0 on the horizon, I wanna take the time to discuss exactly how the flimsy canon of Kamen Rider works. From what I've searched, most information is second hand and nothing I can find are statements directly from Toei on how it all works. I of course have my own theory seen here in the most basic form I could put it. If you can disprove or add to it, be free to do so.

I'll specify an alternative theory being that Decade's shenanigans somehow brought the previous phase 1 Heisei Riders to the main universe that Showa and Heisei 2 are in. Effectively melding their history and events into that universe but it'd be pretty fucked trying to piece together exactly how events were changed in history so all those stories could still happen and exist in the same universe. This I don't think is the case as it's something that'd have to be specified by Toei with how big of a deal it is.
The most likely theory is my first one where the phase 1 Riders we see in phase 2 are similar/parallel versions of the ones we saw in shows of the past. No I don't mean A.R. Riders. Those are different AU versions. The multiverse didn't just stop existing because of Decade. There's still a massive array of parallel and drastically alternate worlds within existence of the Kamen Rider multiverse.

The movie that are crossovers but have heavily blatant continuity errors aren't considered canon because of said errors. Least now that ZI-O is out we know that at least the Heisei era is all in one universe. Save for Build till it's last episode of course. And Decade.

That's not true and is definitely not the case now that ZI-O confirms the riders all exist in one universe. Besides Decade and Amazons. I still think Ryuki is separate too. With the Episode Final continuity being what is canon to the main universe.
