It was retarded. They spent all that money on special effects and didn't put a single bit of effort into the story.
It has an incredibly contrived scenario where the insubordinate rockstar pilots are becoming increasingly ineffective at taking on monsters in hand-to-hand, one-on-one fights. Instead of replacing them with better trained, more disciplined pilots and providing them with tactical support and ranged weapons, then send them out in small platoons to combat threats, everyone decides the best course of action is to cancel the entire Jaeger project and just build a wall along every coastline on Earth. America, Europe, Russia, China, the Middle East, Africa, Australia, they're all on board with this and so it's down to what is effectively a small mercenary company that's struggling to get by to save the Earth.
Why? Because fuck your intelligence, audience, you're supposed to like an underdog.

It's a kaiju movie, the entire point are the fight scenes. If anything I'd say they had too much story, they should have just removed everything that wasn't "there are monsters attacking the world; get the robots".
