I think it really depends on what you're illustrating. If it's a serene landscape then listen to serene music. Personally, I like listening to music that reminds me of the topic of the subject I'm painting. E.g, I'd listen to Howl's Moving Castle OSTs if I were to do a field of flowers or a lake.

I usually give them 15-20 seconds or so and listen through if it hasn't disgusted me up to that point. Or if it's something I know is good I'll listen for sure. TBH if it's not instrumental music 9 times out of 10 it can suck my balls, though.
