Except the thing is that it wasn't meant to be "high-res" in the first place. Most artists offer speedpaintings or some other type of rough "painted" commissions where you can color and shading, but not high amounts of detail. I am aware of plenty of artists who find it easier to get burnt out on a piece the more time they spend rendering it and often times the person buying it doesn't need their picture rendered down to the last strand of fur either. That, and I would rather get a rough painting than another generic cell shaded furry cock. Of course this piece leaves some room for improvement, as most do, but I would have figured that these quicker painting style pieces wouldn't have been such a mystery either.

I've been getting art fairly consistently for the past four and a half years, but my number one piece of advice is that communication is very important for both people involved.
I would highly recommend finding some way to still use pictures to let the artist know what you want with your character. You might not have art of your character yet, but there will be art out there that can describe certain traits of them very well. Maybe someone has a character with the same body type or the same facial structure or fur pattern. Those pics could be very helpful for the artist. For the fur pattern, even the world's shittiest MS paint drawing can still be helpful. You don't need a lot of detail if you're just saying which colors go where.
The artist will probably also want to know that it's your first time getting art, otherwise they will probably be a lot less interested in helping you through things with the piece. That said, I would say that it is NOT safe to make that assumption. Some artists might not want to deal with the extra effort that it would take to deal with someone on their first commission, but this is why I say communication is important.
Aside from practicing good communication, I would also highly recommend getting a feel for how the artist acts before getting something. This can be tough to judge at first, but you'll get a lot better at it over time if you're finding it difficult. Looking at how they interact with other people in their comments and journals can be a good indicator.
There's a bunch of other smaller tips that I could provide, but this stuff is what I feel is the most important. You'll see lots of talk about artists trying to scam people, but of the thousands I've spent on art, every single penny of it has either been turned into a picture that I had asked for or been refunded. I find that it's pretty easy to tell if an artist will try to scam you or not, but the vast majority will draw what you paid for.

Myself, I never share them. I stopped that long ago. The fandom didn't appreciate being given access to a free copy, but they felt entitled to it. They cried when what I spent MY money on wans't what THEY wanted. Look, I don't buy DVDs or video games to let the neighborhood borrow my copy for free, I don't buy artwork for you to get free entertainment. I also use artists that fully give over ownership of the final pic to me, because I value the rights of a consumer to get something of value for their money. Why do 99% of commission artists treat their paying customers like shit? They act like they're enduring slavery to draw what other people want and often shit on paying customers behind their backs for having differing tastes. They clearly need the cash yet act like this work is beneath them. They insist on keeping ownership of the finished artwork, cheating the paying customer, because copyright law is fucked up and doesn't count this as "work for hire" by default. It's very rare I'll find an artist that says the buyer gets the pic.
Paheal, e621 and other sites refuse to let commissioners DNP what they paid for, further fucking the customers in the ass.
I bet you if enough buyers refused to pay unless they got better treatment, artists would have no choice but to do it. You artists need us to pay your bills, we don't really need you. We merely want your service but can live without it. Yank your heads out of your asses and stop defrauding you income source, or go get a real job instead.
