Overall my favorites are probably the Queen's Blade scenes; the laughter and teasing are great in Japanese and English, the girls are hot, and I have a thing for powerful fighters that get reduced to begging just from tickling.

I recall it was Noel Vermillion's main story in Blazblue where young Kaka kittens were climbing all over her and it confirmed her VERY ticklish.
Blazblue also has multiple non-canon joke endings, and in one of them where some characters (including women Litchi Faye-Ling, Rachel Alucard and perhaps Makoto? It's been some time since I saw it) suffer magical tickling all over their bodies as punishment for breaking rules of the game.

Not sure if it really counts or not, but Ingrid from Street Fighter/Capcom Fighting Evolution has some kind of fascination with tickling. Senran Kagura has used tickling for fanservice a bunch of times. There are several cards from some mobage game that have Yozakura, Karasu, Leo and Souji getting tickled. The Souji one was even voiced and animated. Asuka gets tickled by a machine used to interrogate kunoichi in one of the OVAs and Ryoubi gets scared when another girl threatened to tickle her.

The problem with ongoing canon franchises That have had many incarnations like Batman and the like is that it’s all up to the whims of whatever writer is doing an episode so they can just decide in the moment whether or not a character is ticklish if it work for a script.
Just saying canonically ticklish characters isn’t really a thing unless the original creator of a character point blank states or conveys in some form that they’re ticklish; like this image of She-Hulk penned by the original creator.
