I've thought about this before, a lot of DA artist fall under that category for me. Not talented enough to be at the top of the pile but prolific/specific/memorable/good enough to be enjoyable. Symbion is definitely near the top of this little subsection though, his work is great.
Mine's gotanda/flaro. Yeah, his body proportions can get pretty uncanny and I can see someone being put off by the low effort, no background, doodle-y style, but he's worked a lot (I don't think he's active anymore) and whenever there's a hit, it's almost guaranteed to be a really good one. Plus he has this way of effortlessly portraying that crazed, flushed expression at the height of ticklish intensity and/or arousal (and maybe even a bit of shame) without defaulting to aheago or other generic/bland faces. And, for whatever it's worth, I actually really like the rougher artstyle, it's pretty unique in this community.

The guy's got some amazing ideas and scenarios, but man the art takes me out of it sometimes. The characters suffer from Same-face syndrome, the proportions can be pretty off at times… But the worst part about him is that, with over 1000 submissions to deviantart, surely he'd have improved over time, right? But the thing is, i think he's actually getting worse. Might just be me, but i feel like his old art has had a lot more effort put into it.

My guess is that the ones willing to put out the neatest ideas as more confident in the idea itself over the execution, whereas a skilled with a reputation for being "good" is more concerned with their technique, and perhaps is afraid of veering to far off the safe path lest their skills not be up to the task. Basically, I think that the more creative artists are more energetic and naïve, and thus more willing to take chances. The longer you work in a field the more likely you are to lose that spark. That's why "new blood" is so important.
This is all an overt simplification, but I think this is more or less the gist of it.

That's what I was gonna say. "Good" artists are like robots; they only take one pre-programmed path. Because they know it works and will bring in simps, views and money. Where as a "bad" artist with no experience has nothing to loose, but only things to gain. So they experiment until they turn into their good counterparts eventually.
