Using VPN with authentication could also provide a way to control user influx. Once content quality deteriorates you could just revoke certificates and get rid of a problem.

Improvements and ideas are welcome, but I don't see any other possibility of managing places like this without some form of authentication. Here is my proposed architecture:
client (anon) --VPN (cert auth)--> some anon's server acting as an gateway to overlay network <--BGP or something--> other anon's server
