Hard to find any solid information on that (doubly so because TFU basically makes it so that Starkiller is the one who formed the alliance under Vader's behest) but as far as I can tell Mon Mothma is more known for attempting to fight the empire through legal political means before a warrant was eventually issued for her arrest by the Empire at which point she went in to hiding and began taking more active measures against the Empire as Bail Organa had already been doing for years at that point. She is the political face of the rebellion though so it's not out of the question.

Starkiller pulled a Star Destroyer out of orbit and can fight Vader or Palpatine, which is on the top end of most force feats. Still, it's a video game character doing video game character things. Force Unleashed was a mediocre game that fucked with a lot of pre-established lore and history, but it was technically under orders by the Emperor. According to the game, the creation of the Alliance was to gather all of the Empire's enemies under one organization that, and once all the leaders of the different rebellious factions got together, eliminate them all at once and break the resolve of their supporters.
