It was approved at the same time Rebels was. Disney wanted a The Clone Wars for their movies. They probably didn't plan on Rebel going down the shitter and everyone hating The Last Jedi, though. That being said, Resistance is on par with everything else Filloni did, storywise that is. The animation is definitely worse than Rebels and The Clone Wars, but only slightly, they all have people move in that weird rag doll way.
Droids was actually alright, not amazing, but it was watchable.

I should've clarified, it's not just the technical quality of the assets, it's the art direction and stylistic choices as well. Fine lines and flat colors naturally lend themselves to technical art (e.g. architecture, spaceships), but just totally suck any sense of life or energy out of the characters because of how mechanically consistent it is. I'd bet money that if they just allowed for some soft-edged shadows, instead of trying to simulate cell shading, it would do a lot to benefit how the characters look (this would only mitigate how bad they are, of course. The character designs are all kinds of fucked in terms art direction).
It just pisses me off how every 3D faux-2D show seems to make the same mistakes. Like they never bother to consult any 2D animators and don't realize that if you're trying to simulate 2D using 3D graphics, there are always going to be a few little areas where the shadows are fucky and you need to do a little manual clean-up to make it work. For crying out loud, shows like Zoids and Genndy Wars came out like 15 years ago, and their CG elements (while somewhat dated) were nowhere near as badly executed as all these current faux-2D shows.
