The empire wasn't even explicitly anti-alien in Lucas's original vision. That was built on in the expanded universe from the single case of Chewbacca being called a walking carpet by an Imperial officer. The only reason that the Imperials in A New Hope were all human is the same reason they were all British: Lucas hates being told what to do and was retaliating against having to comply with English film industry union laws by putting them all at villain table (except Peter Cushing, who was cast as Tarkin from before that point).

The fact that there were female Imperial leaders, however, wouldn't mean there couldn't have been general discrimination against women given how the same incarnation of the Empire would tolerate aliens if they were especially useful or Sheev discovered they were Force-sensitive and could be trained as Dark lackeys. I was always confused a bit as to why Sidious would permit that kind of crass bigotry in the Empire instead of embracing a pure meritocracy like the historic Sith operated on for the most part. Maybe "because "racism and sexism will strengthen the Dark Side" but that's corny as hell even for Star Wars. Even in SWTOR where the Sith Empire has to carry the racism ball, being Force-sensitive automatically kicks you to the top of the pecking order above any human or ultra-rare member of the Sith race without a Force connection.

It was really just to make the Empire look more transparently evil and Nazi-like. It was also something that was addressed by the EU first in Zahn's Thrawn trilogy in which I think it was conjured up as a force that Thrawn had to overcome in order to make him look that much more threatening and competent. If the Empire is generally racist against non-humans, then a non-human who made it to the rank of Grand Admiral and was now in charge of the whole Imperial Remnant of any significance had to be the real deal.

What does the Empire gain from human supremacism? It just makes the Galaxy harder to control. Zahn even has Thrawn bring this up in his first Disney novel. The explanation there is how many nonhuman species were disproportionately involved with the Separatist movement to which Thrawn retorts that there were clearly species which were majority loyal but were still treated as subhuman. The implication is that the Empire uses racial tension to keep the masses divided, which is dumb because simply dividing the social strata between human and non-human without at least taking Thrawn's nuance into account just ferments sedition.

It doesn't make sense in either canon especially considering that the later incarnations of the Empire in the Legacy Era, the Fel Dynasty, is successful and a lighter shade of grey in part because it abandons racism and just becomes a force of monarchism and strong political hierarchy. And again, what is Palpatine's stake in the matter? In the Disney canon it's implied that the Empire was only a means to another end and he really doesn't give much a fuck about it as long as its existence keeps threats to his Master Plan in check, but in the Old EU he wanted to rule the Galaxy forever according in large part to Sith philosophy. Since the Sith prized strength, talent, and ability above everything else, what was the point of Human High Culture? A distraction for the normies? Creating more hate batteries for Sith sorcery?

I know that the out-of-universe answer is "Racism is bad!" but I'm surprised nobody really tried to deconstruct this in the EU, or at least I never read about it.
