No you're wrong. Just watch the show and in each episode try to find an allegory for some facet of the jewish experience. When you do that it becomes very clear that the DS9 was developed as a vehicle to explore all the different facets of the jewish identity in the 20th century. It's a really preachy show too so it's not too difficult to determine who are the jews and what the show is trying to say about them and the group that is opposing them. I actually learned a lot about how jews view the world and each other when I watched ds9 this way
Don't assuming that they are going to be consistent about which races are jews, but there's all different types of jews. They changed which type of jew was the featured jew when they needed to for the story. Remember, this was in the 90's and it was very episodic. Sometimes bajorans were holocaust jews, but when the cardassians were being the israeli jews then the bajorans often took on the role palestinians.
There wasn't a jew angle to every single episode, but it seems like there was in many of them, especially in the early seasons. When the ratings were failing they changed the course of the show and they started up the dominion war.
The reason why nobody involved in the show has explicitly said that DS9 was an exploration of being jewish is because DS9 was a show that was entirely created and run by jews. Gene Roddenberry died before the started shooting and he was so ill he wasn't involved in the development either. Rick Berman and Michael Pillar (both jews) were running TNG. Brandon Tartikoff, a jewish executive at paramount, oversaw their development of DS9, and they brought in jewish writer and producer Ira Steven Behr to make the show with them. All these jews would have known not to speak up and say it officially.
