Generally speaking, having your genitals exposed isn't conducive to many work environments. Having your entire body exposed and your body temperature unregulated and needing to be compensated by environmental controls on a ship is inefficient. Waste energy making sure every part of the ship is at a comfortable, neutral temperature or make everyone wear pants. The choice is obvious.

Waste energy isn't a big deal, since a spacecraft requires a shitload of temperature regulation anyway. The big thing with temperature is individual preferences, since some people want it warmer than others. With clothes that is easily solved by choosing what to wear.

There is nothing wrong with wearing a tunic in space. The only problem with his is that it's way too tight, but that was everybody in season 1 TNG. It would be comfy as fuck to wear a slightly loose tunic while you're toiling away at a terminal waiting to die.
