Being sneaky and romanesque isn't evil. However torturing people for no good reason is. I've seen romulans torturing people without any hope of gaining information, or without it even serving as a deterrent (because its secret), it wasn't even to change someones mind. Just torture for the sake of torture.

And then they just randomly turned into murdering bastards, shooting their underlings whenever they wanted. That's not civilized or productive, and no empire survives for thousands of years without being civilized and productive.

Cardassians had a very well developed philosophy for the application of torture. Mostly deterrence, since they had a public torture channel. The one time it was done secretly and pointlessly it was clearly a mentally ill bureocrat against the wishes of the cardassian state and people.

Yeah I found the Cardassian political scene to be interesting overall.

I don't recall the episode when the Cardies were introduced though, did they get a proper first contact or were we led to believe they were always part of the lore through the story?

Earliest Cardassian ep I remember was the Four Lights one.

The very first episode to feature them was an early TNG episode, "The Wounded." That was the one with Captain Maxwell, the civilian Cardie ship that was totally not carrying weapons, and the jock strap helmets. They didn't get a proper first contact, just an offhand mention that they recently had a border skirmish with the Feddies. I'm guessing they were originally meant as a one or two-off species instead of a major power, which is why they never had a proper introduction.
