Think of it as a combination of a convention centre, space probe, cargo ship, research institute, and singles cruise - that gets sent into combat (with all the non-combatants still on-board for some reason). For battleships look at something more like the Defiant. There are dedicated research, survey, and transport vessels out there too, but for some reason Star Fleet decided they wanted a ship that could just about do pretty much everything (for reasons that probably have nothing to do with the ease of finding plots for long running shows).

Interesting musing, although it probably belongs in the 'questions' thread. The boring answer is that it's just a really soft military vessel that's part of a very soft military organization. They are armed, so they're absolutely not like the Surgeon General, who is a commissioned officer in a uniformed branch of the govt. that is explicitly non-combatant but is uniformed for Geneva Conventions reasons related to uniformed vs. non-uniformed personnel in wartime, i think… but i could be talking out my ass.

However, there are those like that pedo that ran around with The Traveler who wear Starfleet Uniforms but have weird ranks and wear no Starfleet Insignia. You could speculate that they are a part of a non-Starfleet commissioned corp of non-combatant professionals or you could just accept this one-off appearance as half-baked production weirdness. The branch that the US Surgeon General is a part of has navy ranks and wear uniforms that look like navy and coast guard uniforms, but just… different. The US National Oceanic and Atmospheric Administration Commissioned Officer Corps is another. God-Emperor Trump's Space Force might also be envisioned as something like this, but maybe not.. I'm not really sure.

I always figured the Enterprise served as a kind of mobile base of operations for dozens of various research projects, with a secondary role as the federations primary line of defence, until they got proper warships like the Defiant and Yamato classes.

Most likely designed by commision, monstrously ineffecient at pretty much everything since its designers wanted them to do everything at the same time. This is also how they are usually deployed, doing everything from hauling important frieght, studying space wedgies and dealing with upstarts and diplomatic situations that arise.

The kind of solution to every single problem the federation has at the same time that only bureaucrats would think is a actually a good solution.

Probably a lot like the process that lead to the creation of the Bradly IFV. Embed related shows this kind of design process in action.

oh anon, that cartoon ship is hardly "proper." The design-by-commision is probably true, though.. and we know the inefficiency of most vessels is true.. especially for all the deep space heavy cruisers like Enterprise. We can speculate about a lot of designs that are highly efficient and specialized, though. There's a lot of this talk in the ship autism thread(s).

I sort of got the feeling that Enterprise-D was supposed to be a "this is the Federation in a nutshell" kind of ship that wasn't meant to be the best at any one thing, but could do a lot of things adequately. Typical design by committee stuff, but I don't think it's typical either. Keep in mind we really don't see another ship like it, everything we see of other Galaxy-class ships indicate they are much more utilitarian. Most other ships, ditto. You also notice, that as the galaxy starts having to deal with the Borg, the Dominion and other existential threats to the Federation down the line that when the ship is eventually destroyed, it's replacement is able to go toe-to-toe with the Borg and advanced Romulan warships, and all the TNG fluff stuff is gone. It's an atypical ship for an era where the Fed had their head up their asses more than was usual, which is saying something (2350s-early 2360s).

That's because for most if not all of TNG's run, the Enterprise was in the later, deployment phase of the Galaxy-class shakedown. It was Starfleet's symbolic "flagship", but so irrelevant, annoying, and ineffective at that time that no flag officer wanted to operate from her, so they hitched-rides on Excelsior-class ships instead. The only reason anything interesting happened for the entire series run was either by dint of the ship "being in proximity" to some happening or somebody wanted Picard (or Data) and the ship came with them…

The later Trek storylines - those involving the above-mentioned existential threats - fall into juvenile tropes where our heroes have the shiniest, newest, coolest ship which is also obviously the best at everything out of the gate. There needs to be a Mary-Sue/Gary-Stu trope for inanimate objects that are treated as characters in their own right - like sci-fi ships - when writer's attempt to make the retardedly OP and perfect and seemingly acquired/invented from out of nowhere. I will always maintain that the Defiant in DS9 should have been one of those speculative Oberth-class with guns instead of science shit and maybe the ability to re-rig it for different missions.
