It's called a stress test. And even if they deployed the EMH as a emergency program, it would make sense to test it's long term usage so they kow what can happen – considering the E-D's record of holograms going insane – it's only sensible to test what happens if it's left on too long. (Esp. if people might leave it on like forgetting a lightswitch.)

A remedial program may only be for specific persons. It may also make sense if we bored trekkies get to play a game where we rewatch Voy and try to guess who is a hologram.

Also it makes more sense if Seven was a former Borg who either had no memories after capture and was a special project; or was added to the program and told to keep it secret from everybody – without doing so – to test her in a holographic environment. Would explain why nobody thought to check the chip in her head to see if it had info on others. (She was being tested while keeping the mental chips; save the one that almost killed her as soon as she was awakened.)
