I've only recently started checking SL out, but I was wondering: a lot of places in SL seem barren, it's actually kind of sad to see sometimes. Is SL getting less popular? Are there less people playing than before, or were those spots never that popular?

I think a lot of those are grandfathered into old pricing plans, so the cost is next to nothing and the owner doesn't care that it's costing him a tiny amount of money monthly.

Grandfathered pricing goes down to maybe 50% but I wouldn't call paying $150/mo for a dead sim "next to nothing". I mean yeah, most morons pay the same for their mobile bill, but that's a lot of money to just throw away on nothing.
Although most likely it's split among multiple people so everyone chipping in $30 a piece doesn't hurt.

Way, way less popular. In late 06 it was packed. I only check it out every few months or so and each time is more dire than the last.

It's reached it's Active Worlds moment.
It was the hottest shit, and at one point seemed to literally be the big thing to innovate the web into a new generation.
Then shitty decisions are made, and then the community just starts decaying.

I feel like there's potential in SL, but it needs a revision in marketing. But, Sansar is shaping up to replace it.
It's possible Sansar could spike Second Life's userbase, but it's also possible Sansar could kill it for good. Only time will tell.
