They always felt like they were blond to me in the manga; plus Shirow draws them as blond in No More Noise. But then again sex bots, so they could probably swap it out easily.
Their New Dominion outfits are also reflective of Shirow's later period; he has that harem, emboidered edge to a lot of his 90s stuff, though you saw it in GITS a little as well.
