I'm genuinely not sure. She's a bit goofy and obviously likes her guns and such; she's aggressive and fiery at times, but she also does generally dress and act a bit feminine. I'd say she's a tomboy but on the more feminine side than say a Noa or Leona. Borderline.

Eh, even back in the 80s I think that's seen as a bit atypical for a tomboy. Generally when they start to bring out those sort of things, it's in a 'I kinda want what other girls have' context from media at the time.
I think there's a point beyond tomboyish but not quite totally feminine that Motoko and Kei fit into. I'm just not sure precisely what the term is or even if it exists.
In fact, out of the main Shirow gals, Motoko is definitely on the more feminine end, though still being a badass action gal. Leona is full on tomboy, Deunan closer to Leona than Motoko but has some elements present, Seska being just… Seska and Duna don't really count being a deus ex machina.

well she seems to have a lot in common with Angel (although manga Angel is more emotional and a bit of a softie deep down), so I'm gonna say she's got a sukeban type of attitude, which implies a good degree of tomboyishness without fitting the tomboy stereotype like Leona does.

Oh yeah, compared to every woman Shirow's drawn, there's plenty of actual feminine ones out there; the traffic cops from No More Noise come to mind for example and Motoko isn't anything like them. Though Kei is closer to them then Motoko.
The sukeban attitude is a good measure; she's burly, rude, in your face a lot of the time, snaps back a lot and isn't afraid to let people know what she thinks of a situation. I think what we're seeing here is a need for a deeper investigation into exactly what makes this somewhat border-line esque state so enjoyable and good.
