O.O actually, the models do look pretty much alike. Though the tatoo ain't that obvious in Yatsuhashi…
I'm not sure if it's just a case of model reutilization or this is an actual thing. Because getting out of the tunnels, changing outfit and entering in a plane must take more time than what they had.
Also they entered the scene with Peter Port.

I watched the fight scene between Weiss and the chainsaw dude. I notices that the camera zoomed in on the tattoo a little. What if Yatsuhashi is a faunus and also a White Fang member? What is Velvet is too since she's been treated like shit by Cardin?

I disagree with the notion that Yatsu is the White Fang Lieutenant. As you can see in the second pic, the WFL's tattoo goes around the middle of his upper arm, while the first pic shows no signs of the same tattoo on Yatsu's arm.
They most likely used the same model for both Yatsu and the WFL. From a story wise point of view, the WFL is either Yatsu's brother or just some elite henchman that may or may not get his own name at some point in the future.

I don't know if anyone's ever pointed this out before, but here are some similarities I've noticed. I doubt it's just some generic necklace model they imported, has to be a connection. Coco and Neo have a colored portion of hair on their right side, same necklace, and both wear a corset although different design.
