Everything autistic crosses over with Fallout, because it's babby's first memegame ever since 3 and appeals to some very base instincts while allowing you to feel like you're setting yourself in the position of being a hard motherfucker for kicking around a wasteland. One of MLP's largest fan productions is a Fallout crossover, for example. But these are the same people who wouldn't touch S.T.A.L.K.E.R. or actually brutal Roguelikes.

Being in a wasteland setting is the narrative equivalent of the Navy Seal copypasta, and Fallout being the most popular and least demanding of all wasteland IPs, it's the one autists flock to.

I would say that the combination of a overly hostile environment coupled with high technology makes it post-apocalyptic. The world of RWBY is constantly teetering on the brink of destruction. While the Grimm aren't the result of a nuclear war, they have the narrative effect of one (or some similar catastrophe).
