Cities are alienating shitholes that perpetuate capitalism, market economies and coercive inter-class relations, why shouldn't everyone living in the cities be marched out into the countryside? The concept of communism also originally entailed agrarian communities so in that sense Pol Pot is simply the heir to an ancient intellectual tradition. Also the French and the Vietnamese had been/were attempting to turn Kampuchea into a colonised area.
