Yes, but it is indeed rather funny if you don't take it seriously.
Now, a serious recommendation is Konosuba. If by some freakish accident you haven't watched it already, then you made a mistake. I'd also recommend the first season of Oregairu, as the main girl bullies the fuck out of people, but it has some drama to it. And then the second season is just drama without any good bullying, so avoid that.

however, everyone thinks that he's actually this really cool delinquent because of this, and when they try to make him like them, he misinterprets it as bullying, only prolonging the neverending circle
