I like Ranma/Dragon Ball era animation rather than the earlier 80s like Urusei Yatsura or Lupin.
My favorite anime is Vision of Escaflowne. I'm a big romancefag. I prefer a more condensed ( < 25 eps) story-driven anime, but I watch trash long anime and like it too.
80s & 90s shows I've already seen:

You sound like you should watch Utena, Cardcaptor Sakura, or Rose of Versailles. Those are all gold standards of their genres and romance-oriented.

80s and 90s are really different imo.
For 80s Project A-ko.
For 90s Agent Aika (1997). The rest of the Aika series is not very good and lacks the animation style you seek.
If you like shoujo, Sandy Bell and Candy Candy.
