It's not obviously stupid in all cases.
I have some friends whose parents were from Vietnam. Since they're all CS students, I classify them as "Asian" (regardless of partial Chinese ancestry). If they were too dumb for college, I'd end up classifying them as jungle asians (laotians, cambodians, hmong, etc.).
(for what it's worth, this is probably race-as-a-social-construct at its steelmanniest. I tend to disagree with the race-is-a-social-construct crowd, but they're not 100% crazy all the time.)

This is my first time encountering the "jungle asians" term and category, so that could just as easily be a social construct as not.
Anyway, IQ is separate from the cultural stuff generally involved in race-as-social-construct. Keeping that separate is why I went for an example that's immune to being called "culturally white", despite Dr Dre being less clearly an example of high IQ than, say, Neil deGrasse Tyson.
