All old IP addresses were cleared a few months ago when the site started hashing them in the database. That gives all posts made before that date the same IP address, namely the empty string. Deleting one of those posts by IP address deletes all of them.
I think they started out deleting by IP, switched to just deleting thread OPs after a while (all those deleted posts were threads), and finally noticed that all the old posts had the same IP address and deleted those by IP.

There's a flaw there. Sometimes a mod is paying attention but seemingly inactive because there's nothing to do.
