Furthermore proper understanding of the issue of blacks and their lack of development should not lead to the false belief that their problems are inherent to their race.
I personally believe that high-IQ races evolved high IQ because the environment they lived in were so harsh that many people in lower classes died without having kids. Hence the problem isn't that blacks are inherently inferior to whites or the Japanese. Instead the problem is that many among the ancient low-IQ people who lived with ancestors of modern whites or Japanese people simply died. This eugenic natural selection did not take place among blacks hence blacks turned out to be without such refinements.
There might be some moderate IQ advantage Africa-ditchers had over those who continued to stay in Africa. However such an effect is probably not the most important factor that contributes to the W-B IQ gap.
