They will create their local sheep line of defense made up of trusted wolves by standards made by the wolves and their line of defense against foreign entities to prevent them from taking control of the land they seized, which are also wolves. They will gradually tone down the force and decentralize their police and hand the public a list of what they will not do so the other wolves maintain the illusion of freedom. Both police and criminal wolves do not commit a wolf act everyday. Sheep remain cooperative. The wolves fulfill their goal of control. The wolf ability would not work if there were more wolf than sheep. The ratio is perfect. Life is good. Wolves can appear in other areas outside of policing and crime but aren't restricted to them unlike sheep. Sheep have no alternative.
Whether a hawk and a dove or a wolf and a sheep. Whatever it may be. If you are a sheep, you are not free.
