Not all of CA is cucked:

RED BLUFF, Calif. - The sheriff in Tehama County is making masks optional for his deputies while they are out on patrol, despite the state-wide mask mandate issued by Governor Gavin Newsom.

But in a letter sent out to deputies by Sheriff Dave Hencratt, it explains that masks can "jeopardize the physical safety of [it's] his sheriff's deputies."

Hencratt's letter explains that masks impact "verbal and non-verbal language, reduces the sense of smell and taste, restricts breathing and causes anxiety."

"So a deputy is wearing a mask and it's hindering his job if like they were in pursuit or something like that, by all means, they should not have to wear it," McMinn said.

Another reason for not wearing masks? Masks can fog up when you're wearing glasses, according to the letter written by Hencratt.

"If you did it by the Fed OSHA or Cal OSHA standards that would be better protection because there wouldn't be the fogging of the lenses, cause you know how to get them fit right," said Clarence Hemphill, a Tehama County resident who disagrees with the sheriff's mask policy.

Deputies can still wear masks if they want to.

"I feel that we should wear the masks to protect one another because if we're healthy then we can be carriers of COVID-19," Rutherford said.

"Because then they won't bring it to you or when they forcibly stop us and interact with us," Hemphill said.

Deputies must wear masks in the Tehama County Courthouse.

Action News Now reached out to the sheriff's office for comment about this story - they refused to talk to us.

The letter also points out that the risks of wearing masks "far outweigh the risk of exposure" from the coronavirus.

Governor Kate Brown Announces Membership of Public Safety Training and Standards Task Force

July 08, 2020

Task force will develop recommendations for improving the training and certification practices for Oregon law enforcement officers

Portland, OR—Governor Kate Brown today announced her appointees to the Public Safety Training and Standards Task Force. The Task Force will be chaired by the Governor’s Public Safety Policy Advisor, Constantin Severe, and its membership includes a diverse selection of Oregonians with a history of public service. A full roster of members is available here .

“Bold action on racial justice and criminal justice reform is long overdue,” said Governor Brown. “But words from leaders aren’t enough. We need action. That is why I called lawmakers into a special session to take action on police reform and the People of Color Caucus agenda. This was an important step forward.

“I am forming a Public Safety Training and Standards Task Force to complete a full review of law enforcement training, certification, and decertification practices. I would like to thank the Task Force members for stepping up to this call, and I look forward to reviewing the recommendations they put forward.”

The Task Force is charged with recommending to the Governor improvements in the training and certification of Oregon law enforcement officers. To complete its charge, members of the Task Force will:

• Review current Oregon statutes and administrative rules on police training and certification.

• Identify gaps in current statute, administrative rules, and policies governing officer training and certification.

• Recommend how to apply best practices, research and data to officer training and certification.

• Provide recommendations on how to best incorporate concepts of racial equity into officer training and certification requirements.

• Provide recommendations on use of force training, including best practices of how to incorporate concepts of officer use of the least amount of necessary force to accomplish a lawful objective and de-escalation during a use of force event.

• Provide recommendations on the composition of the Board on Public Safety Standards and Training and how to include additional public participation and inclusion of communities of color.

• Provide recommendations on statutory requirements for officer decertification.

The Task Force will provide a written report of its recommendations and findings to the Governor by November 1, 2020.

Becky Chiao Named Oregon's New Public Records Advocate

July 10, 2020

Portland, OR—Becky Chiao will be Oregon’s new Public Records Advocate, effective August 3. The Public Records Advisory Council interviewed candidates for the position, and nominated a panel of three finalists. The Governor's Office will forward Chiao’s appointment to the Senate for confirmation.

As Public Records Advocate, Chiao will provide facilitated dispute resolution services for public records requests and will conduct statewide trainings on the requirements and best practices for processing and responding to public records requests.

“Ms. Chiao brings a background rooted in problem-solving, advocacy, and facilitated resolution–all of which are critical to the functions of the Public Records Advocate,” said Governor Brown. “I am pleased she will be taking on this important role. I would like to thank the members of the Public Records Advisory Council for their work in the recruitment and interview process.”

Chiao comes to the state from the City of Portland, where she has worked since 2001, first as Deputy Ombudsman and then as a Civil Rights Claims Analyst—a position she has held since 2004. Prior to her work with the City, Ms. Chiao was a staff attorney with the National Immigration Law Center. She received her bachelor’s degree from Reed College in Portland, and her law degree from the City University of New York School of Law in Flushing, New York.

Chiao’s appointment is effective August 3, subject to Senate confirmation.

So Masks?

I am OSHA 10&30 certified. I don’t really know WHY OSHA hasn’t come forward and stopped the nonsense BUT I want to cover 3 things:

1. N95 masks and masks with exhale ports

2. surgical masks

3. filter or cloth masks

SO, upon further inspection, OSHA says some masks are okay in one situation and not okay in certain other situations.

If you’re working with fumes and aerosol chemicals and you give your employees the wrong masks and they get sick, you can be sued.

• N95 masks: are designed for CONTAMINATED environments. That means when you exhale through N95 the design is that you are exhaling into contamination. The exhale from N95 masks are vented to breath straight out without filtration. They don’t filter the air on the way out. They don’t need to.

Conclusion: if you’re in Target and the guy with Covid has a N95 mask, his covid breath is unfiltered being exhaled into Target (because it was designed for already contaminated environments, it’s not filtering your air on the way out).

• Surgical Mask: these masks were designed and approved for STERILE environments. The amount of particles and contaminants in the outside and indoor environments where people are CLOGGING these masks very, VERY quickly. The moisture from your breath combined with the clogged mask will render it “useless” IF you come in contact with Covid and your mask traps it, YOU become a walking virus dispenser. Everytime you put your mask on you are breathing the germs from EVERYWHERE you went. They should be changed or thrown out every “20-30 minutes in a non sterile environment.”

• Cloth masks: I can’t even believe I’m having to explain this, but here it goes. Today, three people pointed to their masks as they walked by me entering Lowe’s. They said “ya gotta wear your mask BRO” I said very clearly “those masks don’t work bro, in fact they MAKE you sicker” they “pshh’d” me. By now hopefully you all know CLOTH masks do not filter anything. You mean the American flag one my aunt made? Yes. The one with sunflowers that looks so cute? Yes. Senators Duckworth and Durbin gave $24 million to Illinois company later declared illegal and void

According to a 2018 press release from Senator Duckworth, both her and Senator Durbin proudly announced a $24 million federal grant to "Illinois Alluvial Regional Water Company ("IARWC")" who had only been in business for 10 months prior to this announcement.

The Illinois Director of the United States Department of Agriculture knew at the time of the grants/loans that this company was in the middle of an ongoing lawsuit attacking its ability to even exist, but the USDA and Senators Duckworth and Durbin went full-steam ahead in granting this company federal funds.

Why didn't the Senators bother to check or even ask if this company was properly formed, if it was facing a lawsuit which would render it a void corporation, and why a 10-month old company was worthy of $66 million of federal funding? Did the Illinois Director of the USDA inform them of the lawsuit prior to the grant?

IARWC was formed in December of 2017, and less than three months later a lawsuit was filed against IARWC and its Members, attacking the validity of the company, and seeking to prevent the participation of its members in funding of IARWC.

On July 7, 2020, the Circuit Court in Macoupin County declared that Carlinville formed this company in violation of law, and declared Illinois Alluvial Regional Water Company a void corporation (read the last 2 paragraphs of the Court Order here). The Judge also made it effective immediately.

A void corporation can do nothing because it does not exist.

This means, or should mean, that all public funds, from any source, must be returned to the public entity which provided IARWC with funding.

The USDA approved grants/loans of up to $66 million dollars in 2018. What is unknown by us is how much of that $66 million has already been spent, and what happens to the spent and remaining funds. We believe all of it should be repaid to the USDA.
