This exercise is mandatory and is evaluated by FEMA every two years.

The Lancaster County Emergency Operations Center will be fully activated and will be simulating the steps taken during a major situation at the plant, including a simulation of the facility losing several safety systems and ending with the simulation of citizens within 10 miles of the plant sheltering in place or evacuating.

Migrants in Caravan Reject Mexico’s Offer for Help, Heading to U.S. Instead

Mexico’s government unveiled a plan to provide employment, health care, and education to thousands of Central American migrants who are part of the caravan that is traveling from Honduras towards the U.S border.

UPDATE October 27, 9:20 CDT: Members of the migrant caravan from Honduras rejected Mexico’s offer of asylum, jobs, and benefits on Saturday, CBS and the Associated Press reported.

Another migrant, 58-year-old Oscar Sosa, told the reporters, “Our goal is not to remain in Mexico. Our goal is to make it to the (U.S). We want passage, that’s all.”

ORIGINAL STORY CONTINUES:

This week, Mexico’s government unveiled their plan called “Estas En Tu Casa” or “You Are in Your Home.” The program provides the migrants with temporary employment, access to government-funded health care, and education for their children. The migrants who take part in the program will be employed in the cleaning and maintenance of public buildings and roads. As Breitbart News has reported, thousands of migrants from Honduras are making their way into Mexico in an effort to reach the U.S. Border. The caravan has caused international tension as the U.S. government threatened to remove international aid to Central America if the caravan is not stopped.

In order to take part in the program, the migrants and their families must be in the country legally and reach out to immigration authorities who will sign them up. The program will only be available in the southern Mexican states of Chiapas and Oaxaca. Those who are part of the caravan and entered the country illegally will be given time to begin the immigration process and must follow Mexico’s immigration law. Those in the program will also be given Mexico’s version of a social security number, commonly known as CURP (Clave Unica de Registro Publico) so they are able to open bank accounts and carry out other bureaucratic processes.

According to Mexico’s Secretariat of the Interior, the program is designed to help up to 6,000 migrants and will be supported through emergency funds destined for social emergencies. The program will be operated by Mexico’s Communications and Transportation Secretariat.

Republicans on the special Senate Whitewater committee released a report from the Federal Bureau of Investigation today showing that the fingerprints of the First Lady, Hillary Rodham Clinton, were found on records discovered in the White House family quarters two years after they were first sought by investigators.

The F.B.I. report also found that the documents, copies of billing records from Mrs. Clinton's work as a lawyer in Arkansas, revealed fingerprints of five others. They were Vincent W. Foster Jr., the deputy White House counsel who committed suicide in July 1993; a personal assistant to the Clintons who had also worked at Mrs. Clinton's law firm; an aide to the Clintons' current lawyer, and two other law firm aides.

This is clearly important and relevant evidence," said Michael Chertoff, the counsel for the committee's Republicans. "It clearly means she touched these records at some point in time."

But Mark Fabiani, a special White House counsel, said Mrs. Clinton had acknowledged that she probably read the documents in 1992 during the election campaign when questions about Whitewater were being raised by reporters. He added that she had testified under oath that she had nothing to do with the documents during the two years they were missing and did not know how they ended up in the family quarters.

The bureau report did not say how long ago the fingerprints were left on the documents or in what sequence, things beyond the scope of fingerprint technology.

Mr. Fabiani said the report vindicated the White House because the F.B.I. did not find fingerprints from any of the Clinton aides who Republicans have suggested might have spirited the records out of Mr. Foster's office after his death.

"Yet another Whitewater allegation has evaporated," he said.

The whereabouts of the documents during the two years they were sought by investigators is the subject of an investigation by the special prosecutor for Whitewater issues. The F.B.I. fingerprint analysis had been ordered by the prosecutor, Kenneth W. Starr, who recently agreed to share it with the Senate panel.

The billing records were turned over in January. The records detail Mrs. Clinton's work on behalf of a troubled savings and loan association owned by James B. McDougal, the Clintons' Whitewater partner, who was convicted of bank fraud last week in Arkansas.

Investigators have been trying to determine how the records ended up in the White House. A White House assistant who discovered them said she found them on a table in a library known as the Book Room, to which very few people other than the First Family have access.

Mr. Chertoff said Mrs. Clinton's fingerprints could have been left in 1992, the year she said she handled the documents. "But if they were touched at some later time, that tells a different story." he said.

Charges were dismissed Tuesday against a 48-year-old La Crosse man who had been accused of sexually and physically abusing a boy over the course of about six years.

Judge Todd Bjerke dismissed the case against Timothy Schilling, granting a District Attorney’s Office motion filed Monday to do so because, in part, the “victim is in a fragile emotional state and likely to sustain severe trauma” if the case proceeded to its Oct. 24 trial date.

Also part of the motion from Assistant District Attorney Emily Eklund was the acknowledgement that prosecutors thought they would be “unable to prove beyond a reasonable doubt, based on inconsistent statements of the defendant, lack of corroboration and lack of medical evidence.”

The case was dismissed without prejudice, which means the charges could be refiled in the future. However, they cannot be refiled without the presentation of substantial new information that was not known previously, Bjerke informed the victim and a representative, who were in the courtroom.

Schilling raped the boy, beat him with a belt, slapped his genitals with a fly swatter and urinated on him, according to the criminal complaint filed in December.

The boy told police that the abuse began when he was about 6 and included several occasions when he was raped, according to the criminal complaint. The boy described another encounter when he was about 8 when Schilling hit his bare back with a belt, the complaint said.

Schilling also slapped his face, urinated on his leg and wrung-out soiled underwear over his head when the boy struggled with wetting his pants, according to the complaint. He also pulled on the boy’s genitals and hit them with a fly swatter.

Prosecutors had charged Schilling with a felony count for repeated sexual assault of a child, two felony counts of physical abuse of a child and four misdemeanor counts of disorderly conduct. The most serious charge carries a maximum 60-year sentence.

He had been free on bond since the complaint was filed.

Schilling, who worked in building security for the Holmen School District but did not have contact with children, has been on unpaid leave since he was arrested on Nov. 27.

That status has not changed, pending the school district’s ability to review records in the case, Associate District Administrator Jay Clark said Tuesday.

Websites that sell hosting capability shouldn't be able to choose what they fucking host in my opinion. Thats the easiest way to protect the hosts and to protect free speech. If it isnt breaking the law, forbid the host from removing the content, by law.
