It's unclear whether there will be any practical effect of a Trump administration directive to prioritize California water for firefighting over protecting endangered species.

Commerce Secretary Wilbur Ross directed the National Marine Fisheries Service to prioritize water use in California for firefighting, potentially overriding its use to protect endangered species.

"The protection of life and property takes precedence over any current agreements regarding the use of water in the areas of California affected by wildfires," Ross said in a statement. "Going forward, the Department … (is) committed to finding new solutions to address threatened and endangered species in the context of the challenging water management situation in California."

But state fire officials say they don't need more water to fight the fires raging across the state. Neither federal nor state officials said whether direct action was being taken in response.

The directive follows a tweet by President Donald Trump on Sunday that blamed the severity of California's wildfires partly on its water management policies.

State experts disputed the charge. The fires are in hills far from the Pacific Ocean and from the man-made storage and distribution system that transports water from the wetter, northern part of the state to the southern part.

Mike Mohler, deputy director for the California Department of Forestry and Fire Protection, says he doesn't know whether the Trump administration had contacted any California state agencies before issuing Wednesday's directive.

Gov. Jerry Brown's office and state water officials directed questions to Mohler.

Title V: Emergency Assistance Programs

The federal share of the costs of such efforts is to be no less than 75 percent of the eligible costs.[2] Total assistance under this Act for one emergency is to be limited to no more than $5 million, except when the President determines additional funds are needed. If additional funds are needed, the President must report to Congress on the extent of the additional need.[2]

There is a lot of fear going in to the midterm elections among anons. I thought I would point some things out:

1. If Q is going to drop MOABS to sway the elections for Republicans, now is too early. The general public has a short attention span, and the elections are still 3 months away. You can not allow that much time for the corrupt media to spin, deflect, and bury huge scandals. Strategy is key here, and in my opinion, you want less than a month between a massive drop and voting day to fully utilize the EMOTIONS of what these revelations will bring. Anger is a very effective tool on voting day, and you'll want it to be fresh. People will vote for those they disagree with, just to keep out of power those who they HATE.

2. Winning the elections over the past few days by a large margin could easily have brought apathy to the Republican voting base, which is the LAST thing you need right now.

3. Q have stated that the mid terms are "safe". You either believe them, or you don't. But I would say that Q's track record continues to speak for itself, so I wouldn't worry about election fraud. They did keep the last presidential election from being stolen after all.

4. The biggest things you can do is to start making regular posts and comments to your friends and family that are pro Republican about the importance of getting out to vote. Organize events to do it as a group. Get everyone to meet for dinner, and then vote together! People get lazy or busy on the day of, and get that "my vote won't really make any difference, so maybe i'll just stay home" feeling. But if they have plans with others, there is a level of accountability.

Our world, our future depends on how you vote. Make us proud America!
