Plaintiff Russell-Jay: Gould has paid a $150 filing fee and filed a number of documents apparently intended to constitute a proposed civil complaint. Upon review of plaintiff's complaint, I conclude that it should be dismissed forthwith on the court's own motion for lack of subject matter jurisdiction.
A district court may dismiss a complaint for lack of subject matter jurisdiction on its own motion where the claims are "so insubstantial, implausible, foreclosed by prior decisions of [the United States Supreme Court], or otherwise completely devoid of merit as not to involve a federal controversy." Steel Company v. Citizens for a Better Environment, 118 S.Ct. 1003, 1010 (1998) (citing Oneida Indian Nation of N.Y. v. County of Oneida, 414 U.S. 661, 666 (1974)).
In what appears to be the primary pleading captioned "GLOBAL-POSTAL-UNION-TREATY. FOR THIS CLAIM OF THIS MARRIAGE-UNION IS WITH THIS TREATY OF THIS FEE WITH THIS TERRITORY OF THIS NORTH-CAROLINA, DI-STRICT OF THE COLUMBIA AND DI-STRICT-COURT/PORT WITH THESE UNITY-STATES OF OUR WORLD, plaintiff makes nonsensical conclusory statements. There are no factual allegations from which an inference might be drawn that plaintiff's rights have been violated under federal law or the United States Constitution, or that plaintiffs' rights under state law have been violated by defendants who reside in a state other than the same state in which the plaintiff resides. Indeed, there are no factual allegations at all.
Because nothing in plaintiffs' pleading permits an inference to be drawn that there exists a case or controversy over which this court might have jurisdiction, the complaint will be dismissed on the court's own motion for lack of jurisdiction.
ORDER
IT IS ORDERED that on the court's own motion this case is DISMISSED for lack of jurisdiction.

DC US Attorney Jeanine Pirro is moving to dismiss charges against former Olympic canoeist David Hearn for allegedly vandalizing the reflecting pool.
WASHINGTON — DC US Attorney Jeanine Pirro is moving to dismiss charges against former Olympic canoeist David Hearn for allegedly vandalizing the Lincoln Memorial Reflecting Pool, revealing in a Friday court filing that the damage was, in fact, “the result of flawed installation by the contractor.”
Pirro’s office submitted the motion to dismiss after Hearn had pleaded not guilty earlier this month to one felony count of destruction of property for the alleged June 19 incident.
Video footage posted on X shortly after the incident showed Hearn being cuffed by Park Police next to his bicycle after noting the peeled-back lining was “really funny.”

Former leader of the Republican Senate Caucus, Mitch McConnell, R-KY, has beenin the hospital for almost 50 days.
He was hospitalized in mid-June, and nobody knows his current condition. Why is it taking so long to get a clear, definitive answer
“Proof of life photos” were released over the past few weeks that allegedly show McConnell with his wife in the hospital, but many suspect that these photos are misleading.
McConnell’s current condition is still seemingly unknown.
McConnell is 84 years old and has served in the U.S. Senate since 1985.
Kentucky Governor Andy Beshear demanded that McConnell either address the people of Kentucky directly or resign from the Senate.
Beshear even sent a letter to President Trump about the situation.
In response to Beshear’s request, McConnell’s autograph was used on the letter, further drawing in speculation that his condition is a “cover-up” to avoid a special election for his seat.
McConnell’s final term in the Senate expires in early January, as he decided not to run for reelection in 2026.
The Gateway Pundit spoke to Lawmakers on Capitol Hill about this developing situation.
Senator Tommy Tuberville, R-AL, is confident that McConnell is doing just fine.
“Well, sooner or later we’re going to have it, but I thought we got proof of life when he took a picture with his wife and was doing rehab. I mean I thought that,” Tuberville told TGP in an exclusive interview.
Tuberville also believes that McConnell and Beshear should work this situation out themselves:
“They’re both from Kentucky. They ought to be able to work it out. But I live next to McConnell over here, so I think he’s fine. He’s getting better.”
Senator Jon Ossoff, D-GA, believes the decision should be left to the constituents of Kentucky.
“I think that there’s understandable concern among the senator’s constituents with respect to his condition, and I’ll leave that to Kentuckians to work out,” Ossoff told TGP in an exclusive interview.
Georgia’s other Senator, Raphael Warnock, D-GA, approached the situation differently than Ossoff, declaring that Kentuckians deserve more answers.
“I believe that the voters of Kentucky deserve more answers than, what they’re getting right now,” Warnock told TGP in an exclusive interview.
“Praying for the McConnell family. Hopefully, he’s okay. Problem is we don’t know and so far we, we don’t have the kind of information. This is a real tough one and again with respect because I don’t know what’s happening with him medically, but the people of Kentucky deserve answers as what’s going on.”
Senator Rick Scott, R-FL, believes that McConnell himself, not the Governor of Kentucky, gets to decide if he wants to resign or not.
“Well, we all hope Mitch is healthy, and we all want him to come back. But that’s a choice that the senator gets to make, not the governor of a state.”
Senator Pete Ricketts, R-NE, calledBeshear’s demands “shameful.”
“That is absolutely shameful what Governor Beshear is doing. Taking advantage of a man who’s got health issues like that? He should be ashamed himself,” Ricketts told TGP in an exclusive interview.
Ricketts then accused Gateway Pundit reporter Myles Morell and TMZ reporter Charlie Cotton of “harassing” him, reporting them both to Capitol Police. Ricketts later apologized to Cotton, but has not issued an apology to Morell or TGP.
Rep. Tim Burchett, R-TN, has been calling out this situation for months and was one of the first to allege that the confusion behind McConnell’s current condition was a “cover up.”
Whether this is a cover-up or not, McConnell has been missing for almost 50 days and has missed dozens of key Senate votes during his absence.
Kentuckians certainly deserve more answers than just a couple of photos from the hospital, as they are not being represented in the Senate fairly due to McConnell’s extended absence.
While nobody is entirely sure about McConnell’s current health status, it makes sense why many would question this situation and allege that this is a massive cover-up.

Hearn did tug at the sealant at the bottom of the Reflecting Pool and was told to stop by authorities, the July 31 filing shows, but the lining had “[a]lmost immediately” begun peeling after the work was completed after the Virginia-based company got a no-bid contract for the renovations.
That was due to “overspraying and a failure of the coatings to bond” as part of a rushed job to finish before Independence Day festivities.
And the Department of Interior (DOI) “provided less than fulsome information at the outset of this case,” Pirro’s motion also noted.
“[I]t was not until after the return of the indictment, that the DOI provided additional documents to the USAO-DC indicating that damage to the Lincoln Memorial Reflecting Pool in June 2026 was the result of flawed installation by the contractor, Atlantic Industrial Coatings (‘AIC’), and the rush to complete the project prior to events associated with the America 250 celebration in the weeks surrounding Independence Day 2026,” the court filing stated.
“It was not until after these documents were produced that USAO-DC first became aware of information showing that the damage was the result of a botched installation and not vandalism as initially represented by DOI.”
“The Trump administration’s case against Davey Hearn should never have been brought. Its dismissal today does not erase the abuse of government power in arresting and charging a patriotic American who did nothing wrong. The government’s approach was ready, fire, aim. The administration owes Mr. Hearn an apology,” said Hearn’s attorneys Norm Eisen, Mary Dohrmann and Steve Levin in a statement.
resident Trump has claimed that others also received citations and six were arrested in connection with damage to the pool in June, which included a “350 foot gash, made by a very sharp knife or razors.”
The DC prosecutors had to rely on “barebones police reports” about the incident from US Park Police, which was slow to respond but eventually produced the files along with “body-worn camera footage for roughly 10 individuals,” according to Friday’s court filing.
National Park Service employees had observed Hearn “violently” tug at an upturned end of the lining before being asked to stop on June 19, causing the ex-Olympian to remark they were “awfully sensitive about the pool.”
DOI assessed that the yanking caused $1,000 worth of damage and that “nearly all of the damage to the Reflecting Pool was due to vandalism” in representations to Pirro, who visited the site on July 1.
The following day, her office convened a grand jury that handed up the indictment against Hearn.
AIC contracted with DOI for more than $14 million to paint the Reflecting Pool’s 68,000-square-foot bottom, according to federal spending records, with the work beginning in early May.
Work crews sprayed Rhino 406 and Pipeliner 5000 coatings on its surface for most of that month, with rain delays — and complications with the pool’s expansion joints needing different sealant — putting them behind schedule to be finished on the Fourth of July, per Friday’s filing.
But two days after work completed on June 9, a National Park Service engineer “was alerted to peeling of the Reflecting Pool lining,” Pirro’s office noted.
“I stated my concern that this ‘overspray’ along the perimeter of the pool could lead to a 1′-2′ strip that is vulnerable to peeling,” the engineer stated in the June 11 email. “The contractor would not confirm in field if this was or wasn’t a risk.”
That was still eight days before Hearn was arrested for allegedly tampering with the lining.
“Given all of this newly discovered information, it is difficult to attribute the widespread damage to the Reflecting Pool to vandalism, let alone to establish that fact beyond a reasonable doubt,” the motion concluded.
Reps for DOI did not immediately respond to a request for comment.

An F-35 jet crashed at Marine Corps Air Station Miramar in San Diego, California, on Friday morning.
Video from the scene shows the smoldering pile of rubble resulting from the crash.
The crash was reported at approximately 10 am Pacific Time.

Smoke was seen billowing into the skies off a nearby highway in bystander footage shared on Citizen.

Marine officials described it as a “Class A mishap,” noting that the pilot ejected and was recovered.
Fox 5 reports:
Marine officials confirmed that emergency personnel were responding to an F-35B “Class A mishap” that happened on a flight line.
The military defines a ‘Class A mishap’ as a severe accident that either results in death, permanent disability, aircraft loss or equipment damage of $2.5 million or more.
Officials said the aircraft was assigned to 3rd Marine Air Wing, Marine Air Group 11, and that the pilot was ejected and recovered.
The F-35B is a powerful jet with short takeoff and vertical landing capabilities.
